    Major Duties

    • Serves as a senior analyst supporting the Chief Enterprise Architecture (CEA) and Chief Technology Officer (CTO) in DLA Information Operations.
    • Works with the DLA stakeholders to plan, develop, transform, and align the IT technology architecture, strategies, initiatives, roadmaps, resources, and measures to business outcomes and capabilities.
    • Coordinates all reviews and recommendations with affected IT sustainment and functional organizations and prepares reports of findings and recommendations for submission to DLA CTO.
    • Integrates DLA and DoD component functional and technical requirements with counterparts across DoD. Develops and implements approved plans for design, enhancement, maintenance, and sustainment of DLA technologies.
    • Serves as a liaison and requirements facilitator between DLA internal and external stakeholders.

    Qualification Summary

    To qualify for a Management and Program Analyst, your resume and supporting documentation must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of technology in meeting established goals and objectives as defined in functional and technical requirements. - Identifies and compares IT technology solutions that have the potential to further DLA goals and strategies and aligning solutions to the planned Enterprise Architecture. - Develops and implements policy and procedures and conducts studies and market research supporting new technology trends, efficiency/effectiveness, business case analyses, and digital business modernization efforts. - Evaluates, tracks and manages data associated with vendor technologies as they relate to total cost of ownership, business capability alignment, and usage within the DLA IT inventory. - Responsible for the configuration management of the agency technology reference model and that appropriate governance is established to manage and obtain approval for technology change. - Provides recommendations and advice to the DLA Chief Enterprise Architecture (CEA) and DLA Chief Technology Officer (CTO) concerning the effectiveness of technologies to meet agency goals and objectives. - Responsible for reviewing functional requirements and for designing and implementing IT solutions that meet enterprise-wide operational needs. - Responsible for leading agency-wide functional and technical teams in analysis of alternatives across operational and technical areas. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
