Major Duties

• If selected at the GS-13 level, duties will be performed in a developmental capacity.
• Serves as the Senior Operations Support Specialist to support the DLA Plans Executive Directorate staff.
• Analyzes pertinent topics to support mission requirements and regularly engages with senior stakeholders officials inside/outside the agency to ensure alignment and communication of agency and Directorate goals and objectives.
• Responsible for complex special projects or recurring actions which encompass multiple functional areas with shared responsibilities that have agency-wide impact and require detailed analysis, development of plans, and extensive coordination.
• Plans, manages, and coordinates tasks and processes aligned with strategic initiatives, including identifying areas of improvement and implementing innovative solutions.
• Identifies risks and opportunities by assessing the internal and external HQ environment to synthesize the multiplicity of data into meaningful and actionable intelligence.
• Prepares and maintains continuity of key documents and processes supporting policy and strategy decisions of the Directorate.

Qualification Summary

To qualify for a Management and Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-13: - Analyzing administrative policies, precedents, procedures, accepted practices, and regulations which govern military and civilian operations support. - Planning, conducting, and documenting studies and reports to support management and mission-related issues. - Identifying risks and opportunities by assessing internal and external environments to synthesize the multiplicity of data into meaningful and actional intelligence. GS-14: Developing and implementing policies and procedures for operations support. - Foreseeing problems and performing independent studies to evaluate procedures/processes and records management. Developing and recommending improvements to the effectiveness, efficiency, and timeliness of operations. Masterfully applying a wide range of quantitative and qualitative assessments to improve program effectiveness and complex management processes and systems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
