    Major Duties

    • Serves as the project and/or program manager with responsibility for the development, administration, coordination and implementation of the initiatives such as Honorary Awards and Ceremonies....
    • CONT: Employee Onboarding and Offboarding, Performance Management, Telework, Mass Transit Benefit Program, Employee Assistance Program.
    • Analyzes existing policies and procedures, originates and revises policies and procedures, performs program evaluation, and provides expert advice in solutions of complex problems.
    • Recommends changes, expansion, or revision to DoD and OPM instructions and guidance material and comments on new proposals as requested.
    • Develops, coordinates and issues approved requirements, procedures, plans and policies for Agency-wide application or implementation.
    • Evaluates Agency-wide adequacy of special, new and established programs to determine the need for significant revisions, and propose changes as needed.

    Qualification Summary

    To qualify for a Management and Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Leading enterprise-level program and project efforts focusing on analyzing and revising policy. Developing, interpreting, and implementing agency wide policy with actions such as; reviewing federal directives, drafting new policy proposals, recommending revisions, and issuing official requirements. Maintaining oversight of program operations; and ensured compliance with record-keeping, processing, and resource management requirements in areas such as Honorary Awards and Ceremonies, Employee Onboarding and Offboarding, Performance Management, Telework, Mass Transit Benefit Program, and Employee Assistance Program. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
