    Major Duties

    • Participates in the design, development, and lifecycle management of Operational Technology (OT) and Information Technology (IT) systems, focused on system automation, Industrial Control Systems (ICS), Programmable Logic Controllers (PLCs)...
    • (cont.) and associated network architecture infrastructure.
    • Supports all phases of IT and OT system acquisition projects to include planning, analysis, design, development, testing, deployment, implementation, and sustainment.
    • Manages initiatives for DLA Energy supply chain systems, including: Automated Fuel Handling Equipment (AFHE), Automatic Tank Gauging (ATG), Hydrant Equipment Monitoring Interface (HEMI), Hydrant Fuel Automated Maintenance system (HFAMS)...
    • (cont.) , Fuels Manager Defense (FMD), Energy Procurement Support Tools (EPST) Electronic Point of Sale (EPoS), Fuel Depot Systems-Asset Visibility (FDS-AV) and Fuel Depot Systems-Inventory Manager (FDS-IM).
    • Assists in developing acquisition strategies, preparing key program documentation such as Acquisition Strategy Reports (ASR), Test and Evaluation Master Plans (TEMP), and Project Management Plans (PMP).
    • Collaborates with contracting and acquisition professionals to ensure seamless execution of acquisition milestones.
    • Ensures adherence to program performance requirements by maintaining compliance with cost, schedule, and performance metrics as outlined by functional and technical stakeholders.
    • Manages risk, mitigation strategies, and change management processes to meet program objectives.
    • Analyzes and resolves technical challenges, including system schematics, blueprints, and configuration/interface issues. Leverages analytical methods to identify and implement solutions that enhance system interoperability.
    • Evaluates and optimizes business processes within automated information systems (AIS) and ICS/SCADA platforms using Commercial Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) software.
    • Ensures proposed system changes, enhancements, and fixes are fully aligned with operational goals while maximizing software and hardware capabilities.
    • Develops and validates functional and technical requirements, ensuring alignment with mission objectives and adherence to DoD standards.
    • Prepares detailed technical specifications and acquisition requirements to guide system implementation and sustainment activities.
    • Participates in stakeholder engagement, communicating with DLA Headquarters, program managers, site representatives, and cross-functional teams to deliver solutions, technical requirements, and operational timelines.
    • Acts as the Contracting Officer’s Representative (COR) or Contracting Officer Technical Representative (COTR), managing contractor performance, tracking deliverables, and ensuring compliance with contract terms and conditions.
    • Supports the development of Statements of Work (SOW), Independent Government Cost Estimates (IGCE), and contract modifications.
    • Monitors and manages technical risks associated with data replication, integration, and system interoperability, ensuring secure and reliable operations across IT and OT environments.
    • Provides customer and user support, addressing critical system issues, preparing comprehensive responses, and implementing recommended solutions. Ensures continuous improvement through post-implementation reviews and system updates.
    • Supports sustainment and cybersecurity compliance, ensuring all IT and OT systems meet DoD Risk Management Framework (RMF) standards.

    Qualification Summary

    To qualify for a Management and Program Analyst, your qualifications must include: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Recommends effective resolutions to system design and problem issues, balancing trade-offs between system performance, efficiency, customer and business needs, the criticality of the process within the business area, and the technical capabilities of current software and hardware for both IT and OT systems. Analyzes and evaluates customer requirements from multiple perspectives, and the functionality of electronic components supporting DLA's logistics business operations. Ensures requirements are clearly articulated and aligned with mission objectives. Ensures compliance of application interfaces, extensions, forms, and reports with regulatory requirements governing IT and OT cybersecurity, physical security, and operational safety. Verifies adherence to the agency's logistics business processes and operational objectives. Manages tasks across all project phases, including requirements definition, product development, systems integration, deployment, sustainment, and implementation. Leads coordination efforts to ensure deliverables are on time, within budget, and meet mission-critical performance standards. Consults with senior stakeholders and project integrators to address complex project management challenges requiring innovative and precedent-setting solutions. Resolves conflicts in technology, methodology, policy, and guidance to ensure successful project execution. Guides teams in defining functional and technical requirements, preparing detailed specifications to support the acquisition, deployment, and sustainment of IT and OT systems. Aligns these activities to meet programmatic and operational goals. Collaborates with senior leadership and stakeholders, including DLA Headquarters, technical teams, and program managers, to align project objectives with broader organizational goals. Communicates effectively to drive decision-making and maintain project momentum Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
