    Major Duties

    • Provide execution and reporting analysis along with expert technical assistance on matters pertaining to all aspects of Information Technology (IT) fiscal planning, programming, and program/performance budgeting actions.
    • Serve as expert planner, analyst, and advisor to agency management on program cost analysis, annual/multi- year and long-range fiscal/program planning, and/or commercial issues for key agency programs.
    • Develop financial strategies related to J6 resourcing requirements throughout the PBR and future year Defense Plan cycles.
    • Assist ESA Director in presenting, briefing and defending PBR requirements to J6 Senior Leaders and when approved, incorporate budget data into formal exhibits.

    Qualification Summary

    To qualify for a Management and Program Analyst, your resume must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes but is not limited to: - Prepare long-range (5 year) and short-range planning guidance in accordance with broad agency program policies and objectives. - Select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. - Provide fiscal oversight of IT functions and to analyze the effectiveness of these programs in achieving their objectives. - Perform a variety of management/program studies and implement assigned Agency-wide programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
