    Major Duties

    • Conduct reviews of contracting actions to assess compliance with all regulatory requirements and procurement practices.
    • Identify trends and other factors adversely affecting contract quality.
    • Research and analyze organizational contracting deficiencies, perform root-cause analysis and recommend corrective actions.
    • Coordinate with Procurement and Business Process Analysts throughout Land and Maritime to resolve process/policy issues and make recommendations for improvement.
    • Conduct special studies and projects, evaluate and analyze results, and report to senior leadership.

    Qualification Summary

    To qualify for a Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. Contracting Officer Requirement: Must possess at least two years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and Contracting Officer Requirements above, to qualify for the GS-12 grade level, specialized experience must be at the GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cutoff/closing date of the announcement. Creditable specialized experience includes: Interpreting and implementing contracting laws, regulations, and policies, including techniques of contracting operations, and detailed procedures of contracting to analyze and evaluate application of policies, procedures, and processes. Experience with a broad range of contracting methods (including contract administration), concepts, governing regulations, principles, practices, policies, laws, precedents and guidelines governing the procurement process. Experience with an Enterprise Procurement System/application to understand functionality, make queries, and review contract documentation. Experience using data and project management techniques specifically Microsoft Excel and other Microsoft office products. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
