Major Duties

• Implements an enterprise-wide Small Business Program, which includes providing guidance to and surveilling execution at subordinate commands.
• Develops and implements small business education and training for DLA personnel, whose functions affect the small business program.
• Represents DLA to support DoD or interagency teams, working groups, committees, and similar bodies to address broad topics that may impact the small business program.
• Develops and implements processes to coordinate and share information to align agency-wide small business priorities.
• Assists DLA personnel responsible for implementation of the small business program by providing support, solving problems, and making necessary program or policy changes.
• Establishes challenging and achievable small business and socioeconomic program goals or other metrics, monitors performance, and implements initiatives to facilitate success.
• Analyzes and evaluates current and past small business performance data to gauge program effectiveness and make long-term improvements.
• Represents DLA at industry events and proactively engages with the small business community and other stakeholders on matters related to the small business program.

Qualification Summary

To qualify for a Procurement Analyst, your resume and supporting documentation must support: Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Participating in the design and implementation of an agency small business program Gathering data, analyzing, and making recommendations for contracting initiatives Representing an agency to the public and other stakeholders, such as to industry or the small business community Making policy recommendations This position is a DoD Critical Acquisition Position & requires DoD Acquisition, Foundational in Contracting, certification within required timeframes. Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years and sign a written agreement to remain in Federal service in the position for at least three years.
