    Major Duties

    • Agency's expert in Procurement system functionality and business capabilities and has a major role in determining how the Procurement process is executed, including system changes, or other process improvements.
    • Serves as lead specialist over Procurement process issues and problems of particularly high visibility and criticality to the agency.
    • Identifies, develops, and manages process-specific Key Performance Indicators and metrics.
    • Serves as analyst and advisor to the Procurement Process Owner/Process Cycle Integrator and other senior agency management on Procurement program/process improvement initiatives.
    • Develops and implements policies and procedures for the Procurement process area.
    • Monitors and analyzes Key Performance Indicators and metrics to determine if results meet the defined goals and objectives, providing expert advice on the effectiveness and suitability of deploying new enterprise process initiatives.
    • Participates in audit processes, to include the creation of and actions pertaining to Procure to Pay Process, internal controls, and compliance test planning and execution.
    • Participates in activities across the Process Health/Process Owner network where Procure to Pay support is required to ensure cross process integration and success.
    • Represents Process to Pay in cross process discussions ensuring cross-functional integration across all process health and process owner areas.
    • Supports audit requirements and requests from Auditors and Program Management Office.
    • Interprets regulatory requirements that impact the Procurement process area and coordinating the response to the major Congressional, General Accounting Office (GAO), or Inspector General investigations, audits, and/or inspections.
    • Provides expert advice for the development and implementation of enterprise-wide policies for the Procurement functional process.
    • Studies current and proposed policies and assesses impact on processes, procedures, systems, data, and customer and supplier organizations.
    • Mastery of all contracting methods, concepts, governing regulations, principles, practices, policies, laws, precedents, and guidelines governing the Procurement process, such as the Federal Acquisition Regulation.

    Qualification Summary

    To qualify for a Procurement Analyst, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of "A)" above. B. Critical Acquisition Position (CAP) Requirement: 4 years of acquisition experience C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and CAP Requirements above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Utilizes knowledge and experience of Federal/DoD/DLA procurement systems, policies, and processes to develop, implement, evaluate, and improve these areas. Effectively applies analytical principles and techniques. Develops long-range goals and objectives to enhance programs in direct support of the acquisition community and in line with overall agency strategic goals and initiatives. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
