    Major Duties

    • Serves a functional Risk Management and Internal Controls (RMIC) expert for the Hire to Retire (H2R) Business Cycle for DLA J1, one of nine audit Business Cycles established.....
    • CONTD: within DLA to provide an overall framework for the Enterprise-wide audit sustainment effort for the agency.
    • Plans, directs, coordinates, and organize in-depth data analyses and review of the organization's management controls and related program requirements to comply with DoD guidelines.
    • Develops and ensures consistent implementation and application of functional decisions and policy across J1;identifies, analyzes and recommends functional changes....
    • CONTD: and improvements based on analytical research and resolutions to issues and problems encountered.
    • Serves as a functional expert who facilitates the end-to-end H2R business cycle design as fully synchronized with DLAs continually evolving strategic direction.
    • Works closely with counter parts at all levels to develop and incorporate policy, H2R, RMIC, Continuous Process Improvements, Enterprise Risk Management and Management Review Coordination (MRC) disciplines within the Agency.

    Qualification Summary

    To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Serving as a Subject Matter Expert in risk management and internal control program oversight and management. A comprehensive knowledge of federal internal control and audit readiness rules, policies and requirements from the Government Accountability Office (GAO) Green book, OMB Circular 123-A and the Financial Improvement and Audit Readiness (FIAR). Conduct analytical research to lead and oversee organizational assessments of inherent risks. Conduct detail analysis to support strategic alignment. Recommend, develop, and implement performance metrics, continuous process improvement initiatives and corrective action plans to ensure compliance and auditability for the organization's business process. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
