    Major Duties

    • Serves as one of two senior Program Analysts assigned to the Program Executive Office, Enterprise Engineering Portfolio (J62J).
    • Leads enterprise-level analysis and integration of the agency’s Section 508 Program, shaping governance, policy implementation, performance metrics, and compliance strategy across all IT, digital, and mission systems.
    • Evaluates and ensures full integration of accessibility into the Software Development Life Cycle (SDLC), analyzing requirements, testing, remediation, and sustainment processes to drive enterprise compliance and efficiency.
    • Analyzes acquisition and procurement programs for Section 508 compliance, ensuring accessibility requirements are embedded in contracts, solicitations, and lifecycle management of all ICT products and services.
    • Designs and assesses agency-wide accessibility training and awareness programs, ensuring workforce competencies, performance objectives, and organizational culture align with Section 508 requirements.
    • Directs data-driven evaluation and remediation strategies for digital content and systems, monitoring compliance trends, identifying systemic gaps, and advancing maturity across the enterprise.
    • Advises senior leadership (SES/PEO/CTO/CIO levels) on Section 508 risks, compliance posture, performance metrics, and strategic improvements, providing actionable insights to inform enterprise decision-making.
    • Interprets and applies Section 508 laws, regulations, and standards, ensuring consistent implementation across acquisition, development, operations, maintenance, and enterprise technology use.
    • Coordinates cross functional stakeholders (engineering, EEO, contracting, legal, HR, and IT) to ensure alignment of Section 508 requirements across all organizational business processes.
    • Provides subject matter expertise in accessibility governance, compliance analysis, testing oversight, and validation frameworks, ensuring consistent application of standards and best practices.
    • Evaluate enterprise tools, technologies, and methodologies (e.g., automated testing tools, assistive technologies) to enhance program execution and compliance validation across the agency.

    Qualification Summary

    To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Leads and evaluates the agency's enterprise Section 508 Program, ensuring governance, policy implementation, and performance oversight are effectively executed across all IT, digital, and mission systems. Analyzes and integrates accessibility requirements across the system lifecycle, including software development, acquisition, procurement, testing, and remediation, to ensure compliance with federal accessibility standards. Advises senior leadership on Section 508 compliance posture, providing data-driven analysis on risks, performance metrics, and continuous improvement strategies to support enterprise decision-making. Coordinates cross-functional efforts to implement accessibility requirements, aligning stakeholders across IT, contracting, legal, EEO, and program offices to ensure consistent application of Section 508 laws, regulations, and standards. B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
