    Major Duties

    • Serves as a Contracting Officer's Representative (COR) on assigned contracts within J62/AXC.
    • Serves as expert advisor to multiple Program Managers regarding contracting activities, including (COR) activities, in areas such as: requirements documents assessments/managements,...
    • ...invoice validation, contractor assessments and other actions required for all J62AXC contracts
    • Performs all aspects of onboarding and offboarding of the contracting team for J62AXC.
    • Interprets general policies and applies them to specific program deliverables to meet cost schedule, and performance.
    • Prepares and delivers to the Portfolio Manager both routine and ad-hoc briefings using online dashboards and reporting tools to support portfolio-level decision-making and strategic planning.
    • Monitors contractor performance, evaluates work as it progresses, exercises appropriate technical direction within the scope of the contract, inspects and accepts completed work..
    • ...and assists the contracting officer with contractor performance evaluations.
    • Acts as the government's technical representative for contract administration, including giving technical direction to the contractor.
    • Represents the agency in meetings concerning technical issues.
    • Plans pre-award and post-award activities, timelines, and reviews.
    • Reviews and assesses contractor's work plan and transition activities.
    • Assists with the development and modification of work statements to enhance deliverables or address performance issues.
    • Assists with the oversight of contractual obligations and performance measurements.
    • Recommends changes and cost variations for analyzing work deliverables and prepares written analyses
    • Reports/coordinates activities with the PMO and Contracting Officer; maintains COR file.
    • serves as advisor to the Program Manager on all issues pertaining to resource management during the Planning, Programming, Budgeting and Execution (PPBE) process.

    Qualification Summary

    Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Interprets general policies and applies them to specific program objectives to meet cost, schedule, and performance. Analyzes program areas of responsibility to ensure cost, schedule, and performance accountability. Manages processes for contract awards and modification requests and performs other contract execution activities associated with the program assigned to area of responsibility. Develops work instructions and standard operating procedures. Develops plans and audit processes to ensure contractor deliverables are timely and quality standards are met. Assists with providing final evaluation of contractor performance on each task order. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
