    Major Duties

    • Performs administrative duties in support of the SAP Platform, facilitating communication between the platform, various portfolios, and key stakeholders to achieve objectives.
    • Serves as the primary HR liaison coordinating the full lifecycle of personnel requests, including recruitment, classification, transitions, and management-directed reassignments.
    • Conducts detailed analysis of manpower reports, billet structures, and workforce data to ensure the timely initiation and completion of personnel requests.
    • Compiles data-driven justifications for proposed organizational manpower changes to facilitate leadership decision-making and approval.
    • May serve as a Contracting Officer’s Representative (COR) on small contracts; in this capacity, manages the IT service and technology contract management lifecycle, including budget processes, regulatory compliance, and contractor performance.
    • Manages the flow and quality of work to ensure timely accomplishment of the assigned workload, prioritizing tasks based on established management goals and mission objectives.
    • Conducts special studies and projects as assigned in conjunction with other staff and functional personnel to improve organizational efficiency.
    • Provides cross-functional support by serving as a backup to other Program Analysts to ensure continuous coverage and mission success.

    Qualification Summary

    To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Communicates and coordinates with various levels of management and cross-functional teams to facilitate organizational initiatives. Performs administrative or operational support tasks within a large-scale enterprise environment or shared-service platform. Gathers data and conducting research to identify trends and provide objective analysis for management review. Prioritizes tasks and managing high-volume administrative workflows to meet recurring mission requirements and deadlines. Tracks the delivery of enterprise services or products and reviewing performance to ensure work meets quality standards, follows internal policies, and stays within established budget limits. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
