Qualification Summary
To qualify for a Program Analyst, your qualifications must include: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Demonstrates mastery-level expertise in management and program analysis - Provides senior guidance and knowledge related to the acquisition life cycle to include program management, development, overall operational effectiveness and oversight of PMO systems and other designated systems. - Provides overall direction and guidance for the development, acquisition, testing, systems integration, product improvement, and deployment of assigned and single sign on capabilities. - Provides managerial guidance on development of program policies, procedures, and practices for organization systems, and ensures that the organization is responsible, accountable, and in compliance with overarching directives and guidance. - Provides management oversight for PMO architecture, legacy and emerging systems, AI/ML development and enhancements to include program management control and evaluation activities to meet desired mission outcomes. B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
