    Major Duties

    • Serves as the J-62 expert on DLA acquisition business policies and processes supporting the acquisition life-cycle management.
    • Oversees measurable performance metrics for assessing the performance of the Agency's IT business investments.
    • Oversees and schedules In-Process-Reviews for programs and new initiatives, and special interest meetings.
    • Responsible for overseeing the implementation of the Chief Information Officer's (CIO's) and PEO's policies and processes supporting acquisition and life-cycle management.
    • Analyzes and evaluates life-cycle processes for emerging AISs. Specific policies and processes include IT investment oversight dollar thresholds.
    • Provides guidance to functional customers to assist them in implementing the aforementioned policies and processes..
    • ....This includes developing and delivering training on key systems such as the Acquisition Document Workflow (ADW) and the Document Automation Hub (DAH).
    • Serves as the designated Government POC for reviewing and authorizing deviations from standard acquisition procedures.
    • Provides acquisition portfolio support including, but not limited to: Providing guidance on contract management; Interpreting and applying DODI 5000 series guidance.
    • Advises functional customers of the defense acquisition process for controlling IT investments, and provides feedback to functional customers, PEO, CIO, Business Area Directors...
    • ... and the Command Staff on the status of the Agency's overall compliance with the requirements of the Clinger-Cohen Act and the Government Performance and Results Act.

    Qualification Summary

    To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Oversees the development, assessment and monitoring of performance-based standards. - Determines the minimum criteria to be applied in considering whether to undertake a particular investment, and the criteria related to the quantitatively express projected net, risk-adjusted return on investment. - Identifies and develops the specific quantitative and qualitative criteria for comparing and prioritizing alternative information system investment projects. - Administers the determination, coordination, and approval of program and new initiative budgeting requirements to support systems planning and upgrades, and migrations to Agency standards. - Serves as a program expert with responsibility for leading, advising and monitoring the progress of the assigned programs' and new initiatives' implementation of the aforementioned policies and processes. - Experience with portfolio management and providing guidance on contract management. - Experience with the the Acquisition Document Workflow (ADW) and Document Automation Hub (DAH) or similar document management systems. - Strong knowledge of DODI 5000 series policies.
