    Major Duties

    • Serves as functional manager for the Property and Real Estate Division General Equipment (GE) Construction in Progress (CIP) assets accountability oversight across DLA Major Subordinate Commands (MSCs) and offices.
    • Works closely with DLA Accountable Property Officers, (APOs ), DLA Constructions Project Managers (PMs) and DLA Financial Service Analysts (FSAs) to ensure that GE CIP assets are reported, tracked, and recorded timely in the DLA Enterprise Business System (EBS).
    • Leads efforts to develop property accountability strategies, processes, and initiatives to better position the organization's property audit readiness for current and future DoD and DLA GE CIP assets management program compliance execution.
    • Serves as the liaison for internal/external auditors and key DLA stakeholders on GE CIP assets provided by the Client (PBCs) request.

    Qualification Summary

    To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Expert knowledge of a major area of General Equipment (GE) Construction in Progress (CIP) property accountability, tracking, reporting and compliance. Comprehensive knowledge of GE CIP accountable property requirements to function as a technical authority in this area. Researching and investigating new or improved business and management practices to support mission activities. Communicating orally and in writing, with well-honed interpersonal skills and the ability to adapt to an ever-changing work environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
