    Major Duties

    • Serves as the program analyst for the assigned Program Management Office (PMO) exercising a broad responsibility for executing the organizational activities for the assigned J62 branch.
    • Coordinates internal and external processes and is responsible for "cradle to grave" support to the Acquisition process and associated steps to ensure consistency and regulatory requirements are being adhered to.
    • Represents the assigned program and portfolio at meetings with senior leaders and Department of Defense (DoD)representatives relative to policy and procedures.
    • Advises senior Program Executive Office (PEO) management officials on identified, various ways forward, utilizing the results of the program studies and analysis, which directly aids in the accuracy and efficiency of the assigned program(s).
    • Prepares findings and recommends changes to all auditable activities within the program to top management of the agency and often serves as the spokesperson and advocate for new administrative systems, regulations or procedures.
    • Works to interpret complex policies such as the Statements on Standards for Attestation Engagements (SSAEs), which sets the standard for the Independent Public Accountant (IPA) audits.
    • Develops and implements Corrective Action Plans (CAP) that are briefed to senior leaders and is regularly monitored by the IPA to ensure the program's control objectives remain in compliance with audit standards.

    Qualification Summary

    To qualify for a Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Interprets, cross checks, analyzes program data to obtain accurate and relevant information. Directs in-depth analysis and investigations of specific process issues. Reconciles differences and prepares presentations for dissemination to higher-level program officials, depicting the data in readily understandable format. Possesses a clear understanding of applicable audit readiness end-to-end processes within applicable functional areas and associated internal objective controls. Reviews and interprets the IPA findings that are published in the production of the System and Organization Controls (SOC) 1 report. Interprets complex policies such as the Statements on Standards for Attestation Engagements (SSAEs). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
