    Major Duties

    • Serves as a technical expert on integrated teams to identify and assess risk, and to develop, design, and implement internal controls in accordance with organizational policy and procedures.
    • Develops a comprehensive understanding of the organization’s risks related to fraud, waste, and abuse, and the corresponding preventative and detective control measures.
    • Leverages qualitative and quantitative methodologies, in conjunction with data analytics, for the development, implementation, monitoring, and enhancement of the organization’s Fraud Risk Management program
    • Initiates and executes a wide variety of independent studies, analyses, and evaluations to formally assess the effectiveness of organizational processes and programs.
    • Translates technical information into compelling presentations, briefings, and training sessions for stakeholders at all levels, from senior executives to field teams.

    Qualification Summary

    To qualify for a Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing and implementing Enterprise Risk Management (ERM) frameworks utilizing advanced understanding of OMB Circular A-123 and (ERM) principles. Developing studies, analyses, evaluation, and assessments that relate to the actual and potential impact of current or new initiatives. Preparing and presenting briefings to inform higher management levels of transition, progress, status, and implementation of projects and programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
