    Major Duties

    • Provides management support by balancing cost, schedule and performance to ensure delivery of a high quality, affordable, supportable, and effective information system providing end-to-end logistics visibility.
    • Works with a variety of representatives across the Military Services and Defense Agencies and must have the ability to negotiate and mediate across a variety of cross-functional issues.
    • Reviews and approves all life cycle products developed for the program by the government, contractor program management staff, and Enterprise Service Provider (ESP).
    • Serve as contracting officer's representative (COR) for all program contracts including the program management support and teaming partner contracts.
    • Coordinates with the DLA Contracting Support Office to ensure a full understanding of any technical and programmatic aspects regarding the contract proposals and also addresses any impacts associated with these.
    • Incumbent prepares and directs the preparation of all program documentation for monthly and quarterly In-Process Reviews (IPRs) for the Program Executive Officer (PEO), and is responsible for all recurring programmatic reports.

    Qualification Summary

    To qualify for a Program Analyst your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Develops briefings and prepares justifications for requirements, monetary investments and provides status reports. Reviews contract task orders and invoices for cost reasonableness and completeness. Manages development of IT requirements and all associated documentation and supporting justification for program funding. Ensures deliverables are distributed to the applicable technical reviewers and addresses any issues, discrepancies on deliverables with both the government and contractor staffs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
