Major Duties

• Serves as a Property Disposal Specialist responsible for the management of the DLA Disposition Services Foreign Military Sales (FMS) program.
• Prepares Letters of Offer and Acceptance (LOAs) under Defined Order and Blanket Order procedures.
• Monitors, maintains, and enhances relationships with military and non-=military customers.
• Receives, validates and inputs customer orders and modification requests.
• Communicates effectively in writing to FMS Program participants.
• Initiates amendments and modifications to LOAs obtaining clearances and approvals.
• Develops responses to inquiries from Defense Attache Offices (DAOs) Offices of Defense Cooperation (ODCs) and Joint U.S. Military Advisory Groups (JUSMAG) regarding FMS procedures, eligibility and availability of property.
• Compiles statistical reports on historical and current FMS cases performing in-depth research of case histories and other reference databases.

Qualification Summary

The incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain DoD SCW certification within the required time may subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of Security Cooperation professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program. This is a Foreign Military Sales (FMS) Program Manager position. To qualify for a Property Disposal Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Utilizing modern enterprise logistics, distribution and warehouse management systems to manage the transfer of excess DoD property. Supporting Foreign Military (FMS) programs and providing guidance and technical assistance to inquiries regarding FMS procedures, eligibility and property availability. Compiling statistical reporting on historical and current FMS cases by researching case histories and other reference databases. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
