    Major Duties

    • Directs the accomplishments of the assigned contracting mission and function objectives and all procurement activities which includes pre-award, post-award, and contract administration processes.
    • Makes decisions and/or initiates recommendations as to selection, promotion, transfer, commendation, training, and discipline of subordinate personnel.
    • Performs Pre-Award and Post-Award Acquisition planning, preparation of cost and price analyses for designed actions, contract negotiations, execution, and contract administration and production management activities.
    • Performs short and long range planning and prepares schedules for completion of work.
    • Assigns work to subordinates based upon selective considerations including the background and interests of the employee and the priorities and requirements of the work unit.
    • Serves as a Contracting Officer (CO) with delegated signatory authority to commit Federal funds, for amounts above the warrant limitations of subordinate associates, and oversees the acquisition work of all subordinates assigned to the Branch.
    • Directs and oversees all procurement activities of Branch, continuously reviewing, analyzing, and facilitating the completion of complex contracts and associated contractual documents.

    Qualification Summary

    To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. *Applicants MUST provide copies of transcripts. B. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position. C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Education Requirement above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing acquisitions strategies and/or determining methods of procurement and ensuring proper performance. Ability to perform cost & price analysis, negotiate, identify problems and develop innovative solutions. Planning, assigning, and assisting in the accomplishment of work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
