    Major Duties

    • Serves as the Distribution and Inventory Account Manager for two multi-functional petroleum distribution teams within DLA Energy Americas West.
    • Responsible for the management of assigned wholesale supply program activities which encompasses ordering, allocation and distribution movement of bulk and packaged petroleum fuels, oils, and additives for delivery to stakeholders.
    • Oversee the development and implementation of new fuel distribution programs in support of military exercises and emergency conditions caused by local or regional fuel shortages, failures in transportation modes or supply sources.
    • Oversees the development of plans for accomplishing the assigned functions to meet priorities, mission deadlines, and production goals of the Region Commander and military service customer.
    • Manages and directs all inventory accounting within Americas West area of responsibility including disposal or redistribution of off-specification products, gains and losses, out of balance inventories-
    • - and inventory reconciliations for the DWCF owned fuel in storage until it is issued to the end-use customer.
    • Manages all audit advancement/sustainment responsibilities for Defense Working Capital Fund owned fuel in the Americas West Region.
    • Advises Region Commander/Deputy expeditiously of potential adverse impacts.
    • Provides technical guidance to subordinate supervisors for interaction with commercial refineries storage, terminals, product service contractors, unified joint military commands, military service component and other government agencies

    Qualification Summary

    Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after- competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Broad knowledge of the theories and principles of logistics management and of fuel support matters to plan and advise on issues that affect operations, planning, financial analysis and intelligence collection with respect to fuel. Applying analytical and evaluative methods and techniques to assess the effectiveness and quality of complex logistics support plans relative to fuel support requirements, force protection, and budget/financial and other interrelationships. Building and guiding effective working groups from a variety of different organizations to solve complex cross- organizational issues. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
