    Major Duties

    • Serve as a supervisor within the Disposition Services Comptroller’s Office (J8B) with the responsibility for planning and directing financial management, financial programming requirements, and funds management activities.
    • Serves as financial advisor and subject matter consultant.
    • Develops objectives and implements policies and programs for the resource and financial management of DLA Document Services.
    • Represents J8B when chairing, conducting or participating in meetings, briefings or conferences addressing financial management considerations for Document Services.
    • Creates optimized data visual products and executive level summarization.
    • Performs extensive internal coordination and integration while interfacing and connecting with the DoD and DLA stakeholders to address program needs.
    • Supports Documents Services on development of rates/price structures to recover costs of business.
    • Reviews budget policies to monitor effectiveness and develop improved ways to allocate resources.
    • Responsible for sound investment decisions and the development of the Agency Planning Programming Budgeting and Execution (PPBE) relative to assigned programs and investment for Documents Services as a 100% reimbursable working capital fund.
    • Responsible for the oversight of managerial reporting on obligations, expenses, disbursements, revenue and collections while determining the variances between plan and actual, the underlying the drivers, and fiscal year end projection.

    Qualification Summary

    To qualify for a Supervisory Financial Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Overseeing and managing budget formulation and funds execution processes for a variety of programs and funding types Working Capital Fund and/or Revolving Fund programs. Reimbursable programs. Rate/Price setting. Federal financial budgeting processes to develop, and implement executive orders, OMB guidelines and directives, and policies and procedures within and across agency lines. Interpreting and assessing the impact of Congressional legislation on budget formulation and execution. Serving as an authority regarding programming, resource allocation, and financial performance goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
