    Major Duties

    • As a Supervisory Financial Retail Fuels Officer, you will be responsible for the following duties:
    • Serves as a senior financial supervisor in DLA Finance Energy, planning, directing, and executing comprehensive budgetary, financial, and accounting operations across all materiel and operational resources.
    • Manages financial execution of the Defense Working Capital Fund (DWCF), overseeing Non-DoW sales programs and timely payments for foreign partners.
    • Delivers managerial oversight, technical expertise, and program support for worldwide retail aviation, ground, and missile fuels financial requirements.
    • Manages and oversees the financial preparation and execution of Replacement-in-Kind (RIK) and Foreign Government Fuel Exchange Agreements (FEA) in coordination with International Agreements functions.
    • Directs foreign partner customer account reviews, manages sales challenges/disputes, and enforces tracking and resolution of current and aged receivables and payables.
    • Executes full supervisory authority for subordinate staff including hiring, setting performance standards, evaluating work, approving leave, resolving grievances, and fostering professional development.

    Qualification Summary

    To qualify for a Supervisory Financial Retail Fuels Officer, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Applies comprehensive leadership, accountability, and resource stewardship to provide technical/administrative direction, develop talent, and achieve division goals. Serves as senior financial comptroller representative at Fuel Exchange Agreement reconciliation conferences with senior foreign government officials to resolve issues. Develops and maintains comprehensive financial operating procedures and controls for retail fuels management, ensuring auditable operations and regulatory compliance. Provides expert financial guidance, negotiates proposal approvals, and communicates complex financial strategies to senior leadership across DLA and external partners. Plans, organizes, and executes long-range strategic project plans, directing functional and technical aspects of major financial initiatives supporting agency goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
