    Major Duties

    • Serves as the Division Chief for the Governance and Guidance Division within DLA Transformation.
    • Manages the Governance and Guidance Branches, serving as a first-level supervisor to ensure division functions are integrated and aligned.
    • Advises and assists the Director and the Defense Logistics Agency (DLA) Executive Board in building and sustaining an exceptional combat logistics support agency.
    • Provides strategic direction and focus to ensure that the Agency takes progressive steps to remain relevant, effective, and efficient for the Department of War (DoW).
    • Represents the Agency for strategic projects with DoW, Office of the Director of Administration and Management, Office of Management and Budget, and other Federal agencies.
    • Provides leadership and administers the enterprise governance framework, developing, assessing, and modifying governance policy and charters as necessary.
    • Serves as the Secretariat for the Agency's Level 1 and Level 2 governance forums, ensuring the governance process is integrated with strategy.
    • Oversees the DLA Policy and Issuance Program to ensure all DLA issuances comply with appropriate laws, regulations, and Department of War policy.
    • Oversees the DLA Delegation of Authority, DLA Policy Letters, and DLA Forms Program to ensure alignment, internal controls, and compliance.
    • Manages subordinate staff, including selections, promotions, performance evaluations, training plans, resource allocations, and resolving grievances or disciplinary matters.

    Qualification Summary

    To qualify for a Supervisory Management and Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Serving as a strategic advisor to executive boards and senior leadership to establish, evaluate, and modify governance structures, charters, and policies. Representing the agency to negotiate, advocate, and lead strategic projects and transformation efforts with external stakeholders. Directing strategic transformation and performance initiatives, including managing Continuous Process Improvement (CPI) programs and ensuring an agency's organizational structures and business plans align with departmental strategic goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
