    Major Duties

    • Serves as Division Chief for the Program Analysis, Budget, and Technical Division, providing leadership and direction for programs supporting DLA Energy’s facility sustainment and worldwide fuel infrastructure mission.
    • Plans, directs, and oversees program analysis, budget formulation and execution, master planning, policy development, and real property management activities for petroleum infrastructure sustainment and modernization.
    • Leads execution of sustainment, restoration, modernization, and environmental requirements for critical fuel facilities and infrastructure supporting DLA Energy, DoD, and Military Service operations worldwide.
    • Oversee procurement and interdepartmental support processes, including purchase requests, military interdepartmental purchase requests, and orders, ensuring compliance, accuracy, and timely mission support.
    • Represents the organization with senior leaders, military service, other government agencies, and industry partners to resolve complex issues, coordinate initiatives, and advance infrastructure, and advance infrastructure and readiness objectives.
    • Exercise first-level supervisory authority over subordinate branch chiefs and staff, including assigning work, establishing priorities, evaluating performance, approving personnel actions, and improving organizational effectiveness.

    Qualification Summary

    Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-15 level, applicants must possess one year of specialized experience equivalent to the GS-14 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Leading complex, high-visibility global fuel and petroleum programs involving program analysis, budget, technical operations, or energy infrastructure support affecting organizational readiness and mission execution. Applying knowledge of petroleum facility sustainment, infrastructure planning, real property, or modernization programs to oversee and improve large-scale DLA Energy operations. Directing budget and resource management functions, including planning, programming, prioritizing, and monitoring funds, workloads, and requirements to meet mission objectives. Advising senior leaders and coordinating with internal and external stakeholders on complex program, policy, or operational issues requiring strategic judgement collaboration. Supervising subordinate supervisors or comparable staff, including work planning, performance management, personnel actions, and process improvements. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
