    Major Duties

    • Serves as the Strategic Capabilities and Processes (J63) Deputy Director.
    • Directs and coordinates technical and analytical support and makes decisions on policy matters and technical challenges encountered by, the Chief, Information Officer and the Program Executive Officer (PEO).
    • Leads J63 in establishing priorities, objectives, and plans for the J63 Director that support the integration of strategic planning for the workforce.
    • Assures effective interactions between J63, J6 Enterprise Service Areas, J/D Codes, and Major Subordinate Commands in the accomplishment of mutual acquisition, budget and workforce management planning objectives and DLA Strategic goals.
    • Devises and recommends an integrated approach to human capital management, providing long-range management program plans, goals, objectives, and milestones...
    • ...which serve as the basis for substantive changes in the organization and administration of programs affecting J6 employees.
    • Coordinates and leads the development of issue documents, staff studies, requirements documents, complex reports and other products as directed by J6 Leadership.
    • Oversees complex Strategic Capabilities and Processes programs and projects of significance to the Department of War (DoW), Defense Logistics Agency (DLA), J6 Information Operations and the PEO.
    • Drives process management excellence for the Enterprise on the behalf of J6 in areas including but not limited to holistic organizational assessments, strategic portfolio management, application rationalization, and strategic governance.

    Qualification Summary

    To qualify for a Supervisory Program Analyst, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Identifies internal and external program issues that affect the technical administration of work. Formulates and guides research strategies and devises creative solutions to critical problems. Provides advice and guidance to senior leaders on a wide range of complex issues related to managerial policies, practices, processes and procedures governing human capital planning to effectively implement organizational changes and budget oversite. Develops policy guidance for subordinate staff performing programmatic work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
