    Major Duties

    • Leads long-rang strategic initiatives affecting DLA Energy’s mission; integrates requirements across organizations and adjust plans as mission needs change.
    • Develops and implements operational plans/procedures for energy supply chain programs, coordinates execution and monitors results
    • Serves as DLA Energy liaison to the Deputy Assistant Secretary of Defense for Energy Resilience and Optimization (DASD(ER and O)); coordinates products/studies and shares operational energy policy impacts across stakeholders
    • Supports Joint Petroleum Enterprise efforts; prepares senior leaders for participation and drives coordination across key functional areas.
    • Manages the Bulk Petroleum supply chain Knowledge Management program; identifies skill gaps, coordinates training, and shares best practices with partners.
    • Plans, develops, and maintains policy/procedural guidance for petroleum and non-petroleum programs; interpret guidance and provide interim direction as needed.
    • Supervises staff; assigns work, sets priorities, evaluates performance, resolves issues, and ensures timely completion of projects and deliverables.

    Qualification Summary

    Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Leading enterprise strategic initiatives impacting supply chain/operational programs, integrating requirements across organizations, and adjusting plans to meet changing mission needs. Developing, implementing, and monitoring operational plans, policies, and procedures for complex energy/supply chain programs; coordinating executing and evaluating results. Advising senior leaders and stakeholders; preparing executive briefings, decision papers, and analyses to support strategic and operational decision-making. Conducting program analysis (cost, risk, performance, and effectiveness) to assess operations, evaluate alternatives, and recommend improvements. Supervising or leading staff by assigning work, setting priorities, evaluating performance, resolving issues, and ensuring timely completion of projects and deliverables. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
