    Major Duties

    • If selected at the GS-11 level, duties will be performed in a developmental capacity:
    • Performs duties as a Retail Business Process Analyst (BPA) and is specialized in one or more process areas related to Industrial Support Activity (ISA) production/maintenance support mission requirements.
    • Develop applications or design changes concerning functional requirements for automated DLA and military service retail supply systems
    • That includes written synopses concerning merits, anticipated negative consequences related to proposed changes, and projected operational impacts.
    • Serves as a subject matter expert on DLA and military services systems teams, reviewing and analyzing current and proposed systems and
    • Procedure changes impact on military services-owned computer systems/applications and DLA retail supply systems to assist in determining needed system enhancements.
    • Assists DLA retail supply end users through providing guidance on DLA and military service enterprise-wide retail processes (order fulfillment, inventory management, planning, technical quality, and procurement) and procedures and,
    • Working with counterparts in other DLA and military service process areas, develops supplementary process guidance documents when publications do not sufficiently address retail operations and processes.
    • Ensures DLA retail processes (order fulfillment, inventory management, planning, technical quality, and procurement), procedures, and business rules are being followed and
    • Prepares progress reports and follow-up reviews, initiating action when improvement or corrective actions have not been implemented.
    • Identifies trends and other factors that adversely affect key DLA performance indicators, metrics, and other process performance data negatively impacting DLA supply production/operational performance.
    • Outlines corrective actions in progress reports and follow-up program reviews, and initiates action when improvement or corrective measures have not been implemented.
    • Communicate and train on new order fulfillment concepts, methods, and techniques using data analysis and interpretation. This includes integrating updated policies, procedures, and processes into the current workflow.

    Qualification Summary

    A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level, applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service, military, or private sector. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: GS-11: - Working with system applications (EBS, LDG/WebVLIPs, WMS) related to Order Fulfillment - Reviewing Key Performance Indicators (KPIs), metrics, and other process performance data. - Assisting in functional systems analysis to identify required system changes from new processes, procedures or policy requirements. - Reviewing and applying policies affecting Supply and Order Management. GS-12: - Working with system applications (EBS, LDG/WebVLIPs, WMS) related to Order Fulfillment (i.e., Inventory and Order Management) to include system functionality and business capabilities. - Evaluating additions to or changes in supply policies, programs, and procedures. - Generating and monitoring Key Performance Indicators (KPIs) and metrics for Order Fulfillment process area. - Interpreting policy and directives affecting Order Fulfillment, to implement and/or recommend new or revised policies and operating instructions, applying supply policy. - Conducting studies to determine whether proposed changes to system applications related to Order Fulfillment meet functional user requirements and to translate general policy guidance into detailed operational procedures. - Preparing and delivering briefings to higher level managers of analysis findings of Order Fulfillment trends, recommending process improvements and develops action plans or get well plans to achieve/exceed expected performance. - Analyze data to identify opportunities for improvement in order fulfillment processes. Develop and deliver training on new procedures, incorporating updated policies and best practices. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
