    Major Duties

    • Serves as Primary the Radio Frequency Manager, Defense Logistics Agency (DLA), recognized as the authority for radio frequency spectrum management.
    • Provides guidance on telecommunications planning, networking, technical systems management such as Command Communications, computers and Intelligence (C4I) architecture development, and evolving technology.
    • Subject Matter Expert on telecommunications systems development and technical management for sustaining base and tactical scenarios.
    • Interfaces with Active Duty, Reserve, and National Guard military and US Government civilian frequency management personnel to ensure DLA personnel access to critical spectrum through operations worldwide in day to day and contingency operations.
    • Program manager for frequency (spectrum) management of U.S. tactical and strategic C4I systems used in support of DLA, U.S., NATO and multinational coalition operations.

    Qualification Summary

    To qualify for a Telecommunications Specialist, your qualifications must include: Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in- grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Provides guidance on telecommunications planning, networking, technical systems management such as Command Communications, computers and Intelligence (C4I) architecture development, and evolving technology. Performs a variety of technical and analytical telecommunications work associated with the management of radio frequencies. Develops and controls the implementation of system policies, procedures, and guidance in the form of regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
