    Major Duties

    • Serves as a Traffic Management Specialist to the DDXX Deployable Depot Commander when deployed.
    • Serves as a primary depot level technical authority on distribution operations and programs, interpreting higher level guidance and developing local operating instructions and policies.
    • When not deployed, serves as a subject matter technical for all matters related to distribution operations.
    • DDXX’s main point on Distribution Standard System and Warehouse Management System applications with emphasis on Transportation apps in DSS, WMS and Electronic Data Interface transactions with DoD Material Release Order and requisition processes.
    • Serves as the verification authority for the automated payment system (SYNCADA), and the manually payment certification for transportation carriers.
    • Reviews research in conjunction with detention, demurrage and rate changes and determines who is liable for payment of those services.
    • Briefs high-level officials and visitors on the status of transportation routes and plans.

    Qualification Summary

    To qualify for a Traffic Management Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Conducting transportation cost studies by analyzing data items, such as short tons, total ton-miles, billed costs, cost per ton mile and cost per delivery; - Ensuring material is scheduled to arrive at customer locations by required delivery dates; and - Developing routing instructions for shipments of items and ensuring that the mode of transportation will permit safe and efficient movement. B. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess: - Ph.D. or equivalent doctoral degree; or - 3 full years of progressively higher level graduate education leading to such a degree; or - LL.M., if related C. Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for grade levels GS-11 and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grade GS-11. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Deployed personnel will be responsible for assisting in setting up tents and other temporary structures used for living quarters and workspaces. This will include assisting in setting up power distribution. While deployed may be required to operate forklifts, mobile light carts, all-terrain vehicles, Rough Terrain Container Handlers (RTCH) and other DLA Distribution Expeditionary (DDXX)-specific equipment and vehicles after being properly trained up to 5% of the time. Expeditionary Civilian (EC) Position This is an Expeditionary Civilian (EC) position, and the incumbent will be designated as EE. In the event of a crisis situation, the incumbent may be required to deploy via temporary reassignment or be required to stay in place to support contingency operations. The incumbent may be required to take part in readiness exercises. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively; therefore, the position requires the incumbent to be screened from military recall. Military Reservists selected for an EC position must arrange for removal from the reserve component prior to appointment to an EC position. This requirement must be met prior to placement in an EC position. Positions identified as EE are subject to deployment to combat support situations. Deployment will be via Temporary Duty (TDY) orders. Deployment may entitle the employee to additional monetary compensation dependent upon the deployment location. Additional allocations are based on the Department of State's determination of a combat zone.
