    JOB SUMMARY: Under general direction plan, develop, and/or evaluate varying programs, interventions and related program activities; symposiums, conferences, workshops, business meetings, focus groups, community presentations and initiatives, policies, and procedures for the Substance Misuse Prevention Program. 

    REPRESENTATIVE DUTIES

    Assist Substance Misuse Prevention Program Manager and the Wellness and Prevention Department in planning, implementing, and evaluating substance misuse-related programs, services, presentations, trainings, policies, procedures and community initiatives.

    Serve as a subject matter expert/technical consultant for substance misuse prevention while working in partnership with tribal health organizations in rural Alaska. 

    Develop, implement and evaluate public health and harm reduction-based programs, services, interventions and systems-based initiatives specifically designed to address identified underserved and priority populations.

    Ability to review and develop culturally responsive curriculum, education materials, trainings and interventions. Effectively communicate and deliver public presentations, committee meetings and statewide trainings.

    Conduct qualitative and quantitative evaluations such as needs assessments, literature reviews, and assessments to interpret and summarize in presentations or reports for public health and policy recommendations.

    Ability to organize, plan, and oversee culturally relevant events and activities to decrease the negative consequences associated with alcohol and drug use.

    Manage day-to-day activities, including scheduling of large events and coordination of trainings, workshops, conferences and community events at partner sites throughout rural communities in Alaska. 

    Ability to travel to rural areas for related Substance Misuse Prevention and other Wellness & Prevention-related activities.

    Assist Substance Misuse Prevention Program Manager with grant writing and budget management. 

    Develop community partnerships to negotiate event venues, entertainment, speakers, vendors and sponsorships to be able to deliver assistance with prevention programs, grant objectives and messaging regarding substance misuse prevention and treatment. 

    Develop monthly, quarterly and annual reports providing progress and financial summaries; assists in monitoring and maintaining current program inventory and records. 

    Ability to work as a member of a team, collaborate on Substance Misuse Prevention initiatives and assist other team members, as needed.

    Assist in monitoring and maintaining current program inventory and records.

    Required Skills

    ADDITIONAL MINIMUM QUALIFICATIONS

    • Knowledge of harm reduction principles.
    • Knowledge of substance misuse prevention, treatment and recovery services.
    • Experience creating and disseminating health-related, culturally responsive, education materials and communications to include flyers, handouts, social media, calendars, and other related publications.
    • Ability to travel to rural areas and communities throughout Alaska for Substance Misuse Prevention and other Wellness & Prevention-related activities.
    • Must be willing to work a flexible schedule, including occasional nights and weekends and travel to partner sites.

    PREFERRED ADDITIONAL QUALIFICATIONS

    • Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native politics.
    • Skill in grant writing and project management including data collection, analysis, budget tracking, reporting and evaluation.
    • Experience working with and training various community members, (e.g., healthcare providers, Tribal Health Organizations, rural Alaska communities, and regional hubs.)

     

    Required Experience

    MINIMUM EDUCATION QUALIFICATION A Bachelor’s Degree in a discipline relevant to the scope of this position. Progressively responsible full-time professional work experience may be substituted on a year for year basis. Senior Public Health Specialist.

    Master of Public Health, Master of Science in Public Health, Master of Health Care Administration, or Master of Science in health-related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education.

    MINIMUM EXPERIENCE QUALIFICATION Public Health Specialist Non-supervisory - Three (3) years of public health work experience or project implementation and monitoring. An equivalent combination of relevant education and/or training may be substituted for experience.

    PREFERRED EDUCATION QUALIFICATION

    Master’s Degree in Public Health or related field. PREFERRED EXPERIENCE QUALIFICATION

    Public Health Specialist / Senior Public Health Specialist Certified in Public Health (CPH), Project Management Professional (PMP), Certified Health Education Specialists (CHES)

    WORKING CONDITIONS

    The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job: ANMC is not a latex free facility; an employee should expect to work in an environment where latex may be present. Travels within Alaska in small fixed wing aircraft; travels outside Alaska. May be required to work outside the traditional work schedule.
