    Under general supervision, provides program-specific and/or disease-specific public health technical assistance and program support for ANTHC. Works as a member of a team and with other stakeholders and partners to successfully plan, implement, and monitor projects and/or programs for the Alaska Native Tribal Health Consortium. The following duties are intended to provide a representative summary of the major duties and responsibilities and ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. Level I employees perform work under close supervision, may only perform simple or routine aspects or the position, and generally require a good deal of instruction and/or training. Level III employees perform high level, complex, and responsible tasks within this position, train lower level employees, and generally work with minimum supervision and follow-up from their supervisor. REPRESENTATIVE DUTIES All Engages in public health practice with Tribal communities, organizations, and systems. Researches and identifies appropriate evidence-based or promising practices for a variety of public health areas and disease topics. Serves as a resource for technical information in existing public health information, scholarship, and practice, including innovations in the field. Responsible for implementing projects or programs under the direction of the program manager including coordination of staff, contracts, and partner meetings. Establishes and maintains effective working relations with partners, advisory groups and committees to facilitate the implementation of all project goals. Maintains regular contact with partners, funders, contractors and subcontractors of projects. Coordinates with other program staff in the design, implementation, and monitoring of large-scale public health programs. Assists partners, contractors and subcontractors in complying with established project(s) timelines and performance standards for overall program. Identifies potential problems and collaborates with ANTHC staff to prevent or solve problems in project(s) implementation. Provides logistic support to other staff, partners, contractors, subcontractors, and participating Tribal organizations and communities in the performance of activities. Develops, manages and monitors project databases. Able to synthesize disparate information and apply public health principles to complex health issues to identify potential approaches or solutions. Assists in data collection and management. Completes internal and external written and oral reports professionally and in a timely manner. Effectively maintains communications with stakeholders, partners and advisory groups and committees, if applicable, to facilitate the implementation of the project. Provides technical assistance, expertise, and consultation on issues of public health, health intervention strategies, and carrying out research and other projects to identify, define, and prevent disability, morbidity, and mortality associated with disease, injury, and related health issues. Tracks the day-to-day activities required to ensure project(s) tasks are completed on time, successfully, and in a manner consistent with the objectives and goals of the program according to the funding agency’s terms and conditions, if applicable. Works closely with the program manager in the implementation of program scope and objectives as well as program monitoring. Assists in program or project evaluation, as appropriate. Communicates all of the requirements and commitments (both verbally and in writing) to the program manager, internal and external partners. Senior Public Health Specialist Manages communication channels between all project(s) partners as well as any advisory groups and committees. Serves as the primary contact for internal and external project leads on the assigned project(s). Supports program manager in ensuring compliance with funding requirements, if appropriate, such as time and effort reporting, grant deliverables, and contract deliverables, is met. Works closely with the program manager in the implementation of project(s) scope and objectives as well as in developing project(s) budgets and tracks project spending as appropriate. Assists in the development of detailed work plans, which include clear milestones and assignment of project(s) task responsibilities and schedules, as well as the collection, analysis and reporting of project data and reports findings and outcomes as requested. Conducts project(s) meetings and is responsible for project tracking and monitoring. Conducts and provides direction in program or project evaluation and analysis.

Skill in establishing and maintaining cooperative working relationships and collaborative partnerships with others. Skill in reading and interpreting technical reports and peer-reviewed literature. Skill in problem solving database systems, and maintaining multiple databases Skill in integrating concepts into policies and procedures and systems improvement initiatives.     • Assist National Coordinating Center Program Manager in developing and implementing a national, multi-site evaluation with federal and American Indian/Alaska Native Tribes, Tribal Organizations, and urban Indian Organizations stakeholders.
    • Prior evaluation experience working with American Indian/Alaska Native Tribes, Tribal Organizations, and urban Indian Organizations nationwide; or chronic disease or other public health evaluation is preferred.
    • Serve as evaluation subject matter expert/technical consultant while working in partnership with American Indian/Alaska Native Tribes, Tribal Organizations, and urban Indian Organizations nationwide.
    • Ability to assess evaluation knowledge and resources, and develop, implement, and disseminate knowledge across multiple communication platforms.
    • Effectively communicate and deliver public presentations, workshops, meetings, and trainings.
    • Excellent verbal, written, and interpersonal skills; able to work with a range of individuals across different programs, teams, and organizations nationwide (from direct service staff to organization leadership).
    • Flexible and highly adaptive in the face of shifting priorities and deadlines. Ability to focus and prioritize various day-to-day activities and annually grant cycle requirements.
    • Exceptional analytical and problem-solving abilities, and willingness to learn new skills and knowledge.
    • Works well independently and as part of a team; able to set your personal deadlines and goals and self-manage projects.

    Required Experience

    MINIMUM EDUCATION QUALIFICATION Associate Public Health Specialist / Public Health Specialist A Bachelor’s Degree in a discipline relevant to the scope of this position. Progressively responsible full-time professional work experience may be substituted on a year for year basis. Senior Public Health Specialist Master of Public Health, Master of Science in Public Health, Master of Health Care Administration, or Master of Science in health-related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for college education. MINIMUM EXPERIENCE QUALIFICATION Associate Public Health Specialist Non-supervisory - 1 (one) year of professional work experience in health-related fields. An equivalent combination of relevant education and/or training may be substituted for experience. Public Health Specialist Non-supervisory - Three (3) years of public health work experience or project implementation and monitoring. An equivalent combination of relevant education and/or training may be substituted for experience. Senior Public Health Specialist Non-supervisory – Five (5) years of full-time public health work experience or project development, implementation, and monitoring. An equivalent combination of relevant education and/or training may be substituted for experience.

    PREFERRED EDUCATION QUALIFICATION Public Health Specialist Master’s Degree in Public Health or related field. Senior Public Health Specialist Doctoral-level in Public Health-related or health-related degree. PREFERRED EXPERIENCE QUALIFICATION Public Health Specialist / Senior Public Health Specialist Certified in Public Health (CPH), Project Management Professional (PMP), Certified Health Education Specialists (CHES) ADDITIONAL REQUIREMENTS N/A WORKING CONDITIONS The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job: ANMC is not a latex free facility; an employee should expect to work in an environment where latex may be present.
