    JOB SUMMARY:  Under general direction provides leadership over the Alaska Native Tribal Health Consortium (ANTHC) Health Information Technology department’s Analytics and Reporting portfolio. Works closely with stakeholders and team members to develop high-quality, stable, secure, and efficient enterprise-class solutions for the Alaska Native Tribal Health Consortium (ANTHC) and tribal health partners across the state of Alaska.

    REPRESENTATIVE DUTIES Combines deep leadership, technical, and analytics skills to help identify high value opportunities and set strategic direction at the systems level. Manages a high performing team of professionals to transform clinical, financial and operational processes and establish strong data governance.

    Serves as the manager of the Analytics and Reporting team and is responsible for aligning the team’s work with high value and measureable improvement opportunities.

    Understands national trends and tribal health system data and analytics needs and leverages both to facilitate the development and updating of a roadmap that advances data and analytics maturity.

    Serves as an expert providing guidance and analytics leadership to large-scale process improvement initiatives and regulatory and federally required quality tracking requirements.

    Collaborates closely with and supports the strategies of other data-focused teams at ANTHC and other Tribal Health Organizations.

    Acquires and leverages a deep understanding of the data structures and tools within ANTHC’s data and analytics strategy and seeks to drive adoption, value, and return on investment. Manages staff work assignments accordingly.

    Supports the project life cycle, develops business requirements skills among staff, reviews and provides feedback on proposed designs, data models, and deliverables and helps address barriers that arise.

    Ensures adherence to and champions ANTHC design principles and documentation standards, change management activities, and data security policies and protocols.

    Fosters data-driven culture at ANTHC and within Tribal Health Organizations (THOs); assists with knowledge transfer and training on ANTHC technologies.

    Responsible for overseeing data governance activities, increasing data integrity and confidence of end users, and cleaning up legacy reporting systems.

    Manages on call and after hours support for production systems.

    Performs other duties as assigned.

Knowledge of MS Windows and MS Office Tools, including advanced MS Excel, Word, Visio PowerPoint, Access, and Outlook. Knowledge of data warehouse architectures, data and statistical modeling, database principles, change management processes, technologies and tools. Knowledge of delivering analytic tools to technical and non-technical leadership teams that influence and support business strategy. Strong ability to interact with and communicate with all levels of employees and clients. Skill in data analysis methods. Skill in leading teams through the project life cycle from the conceptual stage through business requirements gathering to development, launch, and maintenance. Skill in providing training and education for data management, reporting, and validation. Skill in assessing and prioritizing multiple tasks, projects and demands. Skill in drafting, proofreading, and editing documents for publication. Ability to work as a team player and cultivate a positive team environment.

    Required Experience

    MINIMUM EDUCATION QUALIFICATION A Bachelor’s Degree in Computer Science, Mathematics, Information Technology, Statistics, Analytics or business-related related field.

    MINIMUM EXPERIENCE QUALIFICATION Non-supervisory – Seven (7) years professional work related to software development and data and analytics with at least two (2) of those working directly with end users in a healthcare environment to understand and document business requirements and deliver high value analytics solutions. AND Supervisory – Two (2) years of the seven (7) non-supervisory years must be in a supervisory capacity.

    MINIMUM CERTIFICATION QUALIFICATION N/A

    PREFERRED EDUCATION QUALIFICATION A Masters Degree in Computer Science, Mathematics, Information Technology, Statistics, Analytics or business-related related field.

    PREFERRED EXPERIENCE QUALIFICATION 5 years working within a general healthcare environment. Familiarity with Health Catalyst platform preferred. Advanced skills in Structured Query Language (SQL), Relational database systems. Experience with Project/Software Management Techniques (Agile, Scrum, Kanban) and Quality Improvement (ITIL, Lean, etc.). Scripting experience (R, Python). Experience with Cerner data mining and reporting technologies: Cerner Discern Analytics (DA) 2.0, Cerner DA2 Query and Report Builder, Cerner DA2 MetaData Builder, and Cerner Command Language (CCL) Knowledge of Object Oriented languages and development. Knowledge of software testing methodologies and practices. Knowledge of Extract, Transform, and Load (ETL) processes and principles.
