PURPOSE OF THE JOB: Performs professional pharmacy services to hospitalized patients, outpatients, and provides pharmaceutical products and clinical pharmacy services throughout the Region. Pharmacy services are provided in accordance with regulatory agencies The Joint Commission and CMS requirements.

ESSENTIAL FUNCTIONS:
- Develops implements and maintains records control system.
- Supervises the storage and preservation of drug stock and equipment and maintains balanced stock control. Reports loss of controlled substances through DEA Form 106 reporting.
- Oversees Inventory of Medication and controlled substances in Pharmacy Department, Pyxis stations in the hospital and inventory of medication in the villages in collaboration with the CHAP manager.
- Prepares budget estimates and requests. Submits periodic reports and keeps management advised regarding pharmacy activities, problems and programs.
- Acts as consultant to Senior Leadership and the Clinical Services Division Manager to determine the scope and nature of the pharmacy service provided.
- Works closely with key medical personnel and administrative staff in planning and coordinating the total pharmacy contribution to the facility's patient care program.
- Makes final decisions and commitments for the pharmacy operation, except those that are outside the framework of established agency, department and BBAHC policies and procedures.
- Recommends revision or improvements to pharmacy policies, procedures and processes for better delivery of pharmacy services.
- Advises the medical staff on various prescribing practices. Maintains technical references and keeps medical staff informed on new developments in drug therapy.
- Does research in response to an individual physician's need.
- Plans the pharmacy contribution to and participates in the preparation of orientation or refresher training sessions for the medical and nursing staff.
- Provides pharmaceutical products and clinical pharmacy services to hospitalized patients, outpatients and field health program.
- Reviews all medication orders before they are administered, or as soon as possible after administration.
- Provides drug information and educational programs to clinical and supportive units and the residents of the region.
- Chairs Pharmacy and Therapeutics Committee and serves on other organizational committees as needed.
- Chairs Antimicrobial Stewardship Program.
- Must demonstrate leadership and supervisory abilities, financial management capabilities, and experience in program planning and development.
- Participates in quality control/performance improvement activities including monitoring critical pharmacy processes and reporting the outcomes of improvement efforts in collaboration with the Deputy Director Pharmacy QA/QI.
- Observes safety rules/regulations, policies and procedures. Is responsible for assuring safety issues are corrected as they arise.
- Maintains records of all Pharmacy transactions as required by Federal, State and Hospital Regulations. Completes all mandated narcotic inventories in a timely manner and maintains complete and accurate records of all controlled drug transactions.
- Develops departmental budget submissions to align with the four perspectives of the BBAHC strategy map.
- Mentors, coaches, and counsels staff to develop excellent contribution to the BBAHC mission and assist in understanding the individual’s role in the strategic plan. Fully documents staff issues. Resolves staff issues at the lowest level possible. Keeps supervisor aware of staff issues. Develops and timely submits annual staff performance evaluations aligned to the four perspectives of the BBAHC strategy map. The Pharmacy Director will guide the growth and development of the Pharmacy Team.
- Maintains full compliance with the laws, regulations, grant terms, and BBAHC policies pertinent to the department. Ensures division/department activities meet all applicable accrediting body standards and CMS Conditions of Participation. Actively avoids fraud, waste, and abuse. Seeks methods and activities to enhance BBAHC revenues.
- Directs departmental Performance Improvement initiatives in conjunction with the Deputy Director QA/QI. Tracks and reports accomplishments
- esponds to all Customer Comments and/or RMEs presented in a complete and timely manner which prevents them from becoming delinquent. Confers with Deputy Director of Pharmacy on issues which require Process Improvement.
- Ensures department procedures align with and support organizational policies.
- Arranges for an annual narcotic audit and written report by an outside/non-BBAHC Alaska Licensed Pharmacist. Annual audit copies to be provided to the Clinical Director and BBAHC Administration.
- Develops and maintains department procedures for the pharmacy.
- Maintains and upgrades own continuing education.
Required Experience
QUALIFICATIONS:
- Successful completion of at least of full five-year course leading to a Bachelor's or higher degree in pharmacy from an approved pharmacy school, completion of one (1) year internship, and at least five years experience as a licensed pharmacist. Three years supervisory/management experience preferred. State of Alaska Pharmacist license and Doctor of Pharmacy preferred. Must obtain State of Alaska Pharmacist license within one year of hire.
- Must be familiar with federal and state requirements for maintaining Pharmacy compliance and accreditation.
- Must be able to demonstrate the knowledge and skills necessary to provide care appropriate to the age of the patients served in his/her assigned unit. Must demonstrate knowledge of the principles of growth and development over the life span (e.g., pediatric/adult/geriatric) and possess the ability to assess data reflective of the patient's status and interpret the appropriate information needed to identify each patient's requirements relative to his/her age specific needs, and to provide the care needed as described in the assigned unit's policies and procedures.
- Must be organized and able to develop a planning approach of program implementation. Must exhibit a high degree of professional excellence characterized by sound judgment, initiative, and a high standard of ethics.
- This position requires extensive contact with the Clinical Services Division Manager, medicals staff, and nursing services.
- Sound knowledge of computer based software including Word/Excel and Electronic Health Record systems. Cerner experience is preferred.
