    DESCRIPTION:

    Patricio Enterprises (PE) is seeking a qualified candidate to fill an Alternate Site Manager Position in support of an upcoming proposal for Defense Logistics Agency (DLA) Distribution. The Alternate Site Manager has full authority to act for the Company on all matters relating to Contract Performance and personnel management and serves as the central point of contact with the Government for all work under the contract in the absence of the Site Manager.   This position operates in a professional warehouse executing the following tasks:  administrative and reporting functions, receiving, issue, shipment preparation, local delivery, warehousing, inventory control, transportation, packaging, special functions, material processing center (MPC) operations, customer service support, warehousing of small boats and landing aircraft, management and distribution functions in support of shipyard detachments.  

    PRIMARY DUTIES WILL INCLUDE (BUT NOT LIMITED TO):

    • Possess the knowledge and skills required to plan, control, manage material and distribution services and tasks listed above.
    • Provide overall management coordination and serve as the central point of contact (POC) with the Government for all work under the contract in the absence of the Site Manager.
    • Carry out all aspects of personnel management including, but not limited to, conducting interviews, making recommendations for hire, establishing performance goals, coaching and mentoring supervisors and leads, counseling Employees for improved performance, making recommendations for disciplinary and/or termination actions.
    • Evaluate operations and Client priorities to establish work plan and schedule workforce to meet all operational requirements.
    • Provide overall supervision for the Contractor employees to including all subordinate managers, leads and workers under the direction of the Site Manager.
    • Responsibility for the timely submission of error free reports to PE Corporate and the Government Client.
    • Effective supervision to prevent inefficient or wasteful methods in the performance of services ordered by the Government.
    • Execute cost saving factors and quality controls to ensure work is performed as scheduled and at a fair and reasonable cost.
    • Constant evaluation of operations to propose improvements to the operation that may result in cost savings or avoid re-work.
    • Monitor and evaluation of the status of all Management Team and Employee proficiency and training against contract requirements.
    • Responsive to all communications, upon notification, and shall be on-site to meet with government personnel within one (1) hour during normal duty hours and within two (2) hours outside of normal duty hours.
    • Daily use of the following warehouse management systems (WMS): DLA Distribution Defense Standard System (DSS) and Navy Material Access Technology (MAT) system.

    EDUCATION/EXPERIENCE REQUIRED:

    • Possess a degree in Distribution Management, Business Management, or Business Administration (minimum bachelor’s degree) and at least five years of experience in Distribution Management, or HS Diploma and at least ten years of progressive management experience in distribution operations. Relevant experience must be similar in size and complexity to the operation described above.
    • Experience shall include as a minimum three (3) years’ experience WMS, such as DSS or MAT, within the past five (5) years.
    • Must have the experience and ability to perform the responsibilities stated in the above job description.
    • Must have a minimum of two years’ experience operating MHE
    • Must pass the Drug, Background Check & pass DOT Physical for MHE operation.
    • May be required to attend and pass education classes for transportation and hazardous materials certification.
    • Must have minimum of intermediate computer skills. This role requires using standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines. Knowledge of all MS office programs.
    • Must be able to lift, carry, move, push, pull up to 40 pounds unassisted and be willing to wear all required safety equipment.

    EXPERIENCE PREFERRED:

    • Prior Hazardous Material management experience.
    • Prior supply experience working for or supporting Defense Logistics Agency or United States Navy.

    • Technical Writing and Diagramming
    • Knowledge and experience with ITIL processes.
    • Troubleshooting - Identify the root cause of failed firewall change requests to determine necessary changes to the requests or overall process.
    • Communications/Presentation - Ascertain the level of depth the audience of a communication is needs and either detail the specifics or summarize the high points. Tactful, to the point, updates during outages so to not waste time. Keep team and management informed of what is going on as soon as an issue arises.
    • Time Management / Organization - Keep track of up to a dozen different initiatives while dealing with standard support issues. 
    • Versatility - adapt to an ever changing list of responsibilities and priorities. Help out where ever needed, when necessary. Adjust to projects that are beyond the scope the job responsibilities.
    • Accessibility - Available to support the fulfillment of Firewall Change Requests (FCRs) to support business needs.  Willingness to work extended hours to reach business deadlines.

    REGULATORY/COMPLIANCE

    • Familiarity with current security protocols, standards, and methodologies, including but not limited to PCI, HIPAA, FFIEC, Sarbanes-Oxley Act, and ISO 27001
    • Understanding of export control regulatory compliance requirements and Technology Control Plans.

    TECHNOLOGY

    • Firewall Administration experience (Palo Alto and/or AWS native services experience preferred)
    • Application Delivery Controller / Load Balancer experience (F5 Big-IP LTM and/or AWS native services experience preferred)
    • Web Application Firewall (F5 Big-IP ASM and/or AWS native services experience preferred)
    • Networking (Cisco route/switch and/or AWS native services experience preferred)
    • Working knowledge of LAN/WAN concepts and systems (TCP/IP, BGP, EIGRP, OSPF, GLBP, Traffic engineering, L2/L3 VPN, multicast & class of service)
    • Working knowledge of Microsoft Active Directory
    • Working knowledge of DNS
