    JOB SUMMARY

    The purpose of the Quotations specialist is to prepare quotations for customers on scheduled job bids by placing orders with vendors and/or suppliers, monitoring shipping dates and pricing, and scheduling to job site from beginning to end.

     

    ESSENTIAL DUTIES & RESPONSIBILITIES

    • Reviews bid proposals and negotiates contracts within budgetary limitations and scope of authority.
    • Reviews wide range of purchase requisitions including the most difficult and unique; investigates and develops sources of supplies; prepares bid specifications; issues bid requests and reviews quotations.
    • Identifies and selects vendors to procure highly technical commodities meeting criteria of price, quality, quantity, availability and delivery dates and places orders.
    • Analyzes departmental purchase requisitions for completeness and accuracy of information; contacts department or initiator to clarify and complete information; determines method needed to process requisition such as bid, request for proposal or blanket contract.
    • Estimates values according to knowledge of market price.
    • Develops and refines highly complex technical bids and specifications.
    • Writes and distributes highly technical bid invitations or requests for proposal, receives and analyzes quotes, bids and proposals, and awards the contract.
    • Establishes blanket purchase agreements with vendors setting dollar limitations and time of contract limitations.
    • Monitors the maintenance of records regarding pricing and ordering of materials; prepares reports analysis and recommendations.
    • Formulates, coordinates and assembles all aspects of job construction bid packages including bill of material, bid scheduling, maintaining bid files, cost and sales price, bid lists, vendor relation and negotiations, pricing, submittals and order entry.
    • Verifies specifications with vendor and determine from vendor if vendor’s items on package are approved or subject to approval.
    • Finalizes miscellaneous pricing to customer and submit to customer as soon as possible before bid date.
    • Formulates pricing plan.
    • Consults with management to formulate final pricing.
    • Submits submittals as required for booked job.
    • Manages job until complete including the following major elements of job:
    • Maintains accurate job pricing records giving special attention to keeping accurate lump sum billing totals on our cost side (by vendor) and sales side (customer price) verifying all billing as accurate and complete.
    • Coordinates delivery dates and schedules with customer and vendor. Expedite as necessary.
    • Promptly resolves any problems and issues with customer and vendor.
    • Maintains job fills paying close attention to documentation of all pricing quotes and any other major issues on the job.
    • Coordinates all customer returns with Warehouse and Purchasing Dept. Works with Purchasing Dept. to secure vendor return authorization as required.

     

    MINIMUM QUALIFICATIONS

    • Knowledge of the principles and practices of purchasing.
    • Knowledge of the materials, products line specialization.
    • Skill in preparing and analyzing complex technical specifications, bids, and proposals.
    • Skill in establishing and maintaining effective working relationships.
    • Ability to interpret purchasing procedures to departments and vendors as a specialist in assigned material categories, which require a high degree of technical knowledge.

     

    PREFERRED QUALIFICATIONS

    • Three to five years related experience and/or training; or equivalent combination of education and experience.

    • Bachelor’s degree in psychology, social work, or related field.
    • Must have good verbal and written communication skill

    • If driving is a requirement for the employee, he/she must meet the requirements specified in the Fleet Driving Safety and Compliance Policy and must continue to meet these requirements as a condition of employment

     Preferred Qualifications

    • Relevant experience working with homeless populations.
