The vision for Parks and Recreation in Eugene is a system of beautiful, inspiring places that foster personal, community and environmental health while upholding four core principles: Care for and make the most of what we have. Serve the entire community. Create more connections. Build better partnerships. This is the foundation of the recently completed Picture. Plan. Play. A Vision and Implementation plan for Eugene's Parks and Recreation System, which can be found at . Eugene voters recently passed two ballot measures to implement this plan, providing additional funding to maintain and renovate existing parks and recreation assets and to expand the system into underserved areas of the city. Three additional Landscape Designers are needed to assist with these and other important City priorities. One position will reside in the Parks and Open Space Division of Public Works and the other two will work in the Engineering Division of Public Works. While the duties, skills and qualifications are generally shared, the focus of work varies based upon which Division the position resides. In the Parks and Open Space Division, the focus is on public land management, park repair and renovation, conceptual level park design and public engagement. The focus of work in Engineering is on final design development, construction documents and specifications, project bidding, and construction inspection. Work may also include support, assistance, and consultation on other City projects, including green stormwater infrastructure development and natural resource improvement projects. These positions perform a variety of complex support duties involved in the coordination of public review, design, permitting, planning, and construction of City parks, open space, and related facilities; coordinate landscape architectural activities with other divisions, departments, agencies, and the public; may act as project manager of assigned projects; and work as a team member with Landscape Architects, other Landscape Designers, and Engineers. Participates in comprehensive park and open space planning and preparation of master plans. Reviews private development plans in conjunction with City land use staff for parks, recreation, and natural area interests and compliance with City policies and codes. Participates in the development of policies, procedures, and practices related to the improvement and management of a municipal parks and open space system. Provides or assists with professional consultation and services to other agencies, City departments, and school districts; provides consultation and direction on a variety of maintenance problems and projects; may coordinate specific landscape planning and design activities within the Public Works Department. Coordinates or assists with in-house construction of park related facilities in coordination with the Parks Operations Manager, Parks Operations Supervisors, and/or Park and Open Space volunteer coordinators. Prepares maps, plans, details, specifications, and bid documents for the construction of parks, wetlands, open space, or related facilities; assists with contract bidding and purchasing according to State and City laws, codes, and regulations. Performs construction inspection of landscape architectural projects including parks, stormwater quality projects, natural resource, and related facilities for adherence to plans and specifications; schedules inspections with contractors; coordinates quality control testing with others; issues memos to contractors for changes or corrections and verifies work was accomplished; supervises the layout and construction of turf, irrigation systems, trails, playgrounds, wetlands, stormwater quality projects, and other related facilities. Prepares daily written reports of inspection observations. Reviews and evaluates plans and installations in-field for accuracy, adequacy, and possible conflicts or problems. Resolves routine field design problems and suggests solutions to complex conflicts and problems on construction projects. Directs and evaluates changes. Coordinates with staff from other work teams including Park Operations, Natural Area Planning, Transportation Planning, and Park Security in park and open space design and construction work. Provides information to the public; investigates complaints and recommends necessary corrective action as necessary to resolve complaints. Ensures implementation of, and adherence to, the City's Affirmative Action and Diversity Work Plans; facilitates staff development on such issues as diversity and creating a respectful working environment. Attends and serves on a variety of City committees and task teams. Supports and respects diversity in the workplace. Performs other related duties as assigned. Qualifications Knowledge of: Principles and practices of park, recreation, and open space planning. Principles and practices of land use planning, permit requirements, and application procedures. Principles and practices of public involvement. Principles and practices of landscape architecture. Principles and practices of landscape design, irrigation system design, stormwater management, erosion control, and surveying. Principles and practices of natural resource management including native vegetation, wetlands, and water quality. Practices and methods of park and open space operations. Pertinent Federal, State, and local laws, codes, and regulations. Ability to: Prepare maps, concept plans, construction drawings, and permit drawings using AutoCAD. Understand and graphic forms including digital, drafting, sketching, and color rendering. Visualize and understand spatial form and explore design in three dimensions. Prepare maps and data analyses using GIS software. Prepare complex written reports and research efforts. Respond knowledgeably to public information requests. Prepare and conduct presentations for staff and the public. Use various computer applications and equipment, including Microsoft Outlook, Excel, and Word. Learn and City design and drafting standards, and inspection procedures. Understand construction contract documents and enforce contract requirements. Track and document detailed information. Communicate clearly and concisely, both orally and in writing. Ability to take initiative on projects, and exhibit commitment to overall goals and deadlines set by project managers. Establish and maintain cooperative working relationships with those contacted in the course of work, including citizens, contractors, staff in outside agencies, other City staff, and elected officials. Perform physical duties outside under varying weather conditions, which may involve climbing, bending, standing, and walking over rough terrain. MINIMUM REQUIREMENTS Education Equivalent to a Bachelor's degree from an accredited college or university in Landscape Architecture; or a closely related field. Experience One year minimum of experience in Planning, Design, Computer-Aided Drafting, Parks Maintenance, Landscape Construction, or related public service activities. Other combinations of experience and education that meet the minimum requirements may be substituted. License or Certificate A valid Oregon driver's license or, the ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355). Ability to obtain the following certifications within a reasonable amount of time. Typically obtained within twenty-four (24) months at Agency-supported training.
