    Job Description

    CVP is seeking a IT Program Manager (Military Health) to lead project teams providing engineering management and technical support services to the Defense Health Agency’s Electronic Health Record (EHR) systems and software, which are used to support the Department of Defense (DoD)’s medical operations at globally located facilities and deployed locations. Engineering Support Services help keep DoD’s EHR systems and software running seamlessly through their current sustainment lifecycle phase and during the transition to the next generation EHR systems and software. Engineering Support Services provide a comprehensive range of support to the Program Management Offices of DHA’s clinical and administrative product-lines, including: systems and software engineering, information assurance, architecture, configuration management support, requirements definition and derivation, subject matter expert (SME) advising, acquisition lifecycle efforts, systems integration support, deployment activities and other business, technical and administrative activities.

     

    The IT Program Manager is a Client Service Delivery role with CVP working on an anticipated professional services contract at the Defense Health Agency. The IT Program Manager will lead project teams of interdisciplinary CVP professionals (e.g., software engineers, systems engineers, system architects, database managers, project managers, project coordinators, business analysts, and clinical subject matter experts) and government program leaders and a diverse set of stakeholders. The IT Program Manager, in collaboration with other CVP team members, will lead the following engineering management support activities:

    • Provide engineering management support by coordinating project engineering activities, adhering to overall strategic plan, performing day-to-day technical aspects of projects; attending regular status meetings with engineering staff and project team; preparing status reports and well-organized presentations to higher management, etc.

    • Provide support to establish and maintain technical and technical management plans that direct the technical effort and against which technical progress can be assessed in terms of cost, schedule and risk.

    • Support development of measures, schedules, cost estimates, resource requests, Systems Engineering Plans (SEP), Information Support Plans (ISP), Program Protection Plans (PPP), Test and Evaluation Master Plans (TEMP) and Life Cycle Sustainment Plans (LCSP) and other required technical plans, technical work packages; and technical requirements.

    • Support development and update of PMOs’ future technical strategic plans.

    • Provide plans to sustain, align with current technologies and enhance products until replaced by or incoprorated into the next generation EHR

    • Support SDD/PSB Requirements Management processes for all SDD products.

    • Ensure interface definition and compliance among the products that compose the system, as well as with other systems with which the system or system products must interoperate.

    • Provide support for the system architecture by maintaining the interface management processes.

    • Identify, track and report progress, trends, problems, costs and risks within the program.

    • Support Program Office specific Configuration Management (CM) processes to maintain an accurate and visible record of the product changes, problems and baselines.

    • Provide information of technical nature to support all Systems Engineering Processes, provide the Program Manager and IPTs with key technical information needed for sound decision-making and facilitate preparation of necessary reports and reviews.

    • Assist in monitoring, reviewing, and evaluating technical vendor contract deliverables (e.g., SRS, SDD, ICD, etc.) for technical contract compliance, accuracy, completeness and adequacy.

    • Participate in Technical Reviews (e.g. SRR, PDR, CDR and TRR) providing results of contract deliverable reviews and responses to entrance and exit checklists to determine the readiness of the product to proceed.

    • Assist in the development of system designs and support the SDD/PSB systems engineering process throughout the lifecycle of all products.

    • Support the DHA IT systems engineering process on behalf of the SDD projects and provide oversight of software design and development activities within the projects.

    • Assist the project team and associated vendors with resolving technical project issues from both a systems and software engineering perspective.

    • Support Government leads to conduct decision analysis.

    • Support development and maintenance of PMO process assets including but not limited to policy, plans, procedures, templates, checklist, quick reference guides and training.

    • Review process assets annually for updates.

    • Collaborate with all PMO teams and the architects within each PMO whom shall support requirement elicitation, design, development, implementation and sustainment of an asset management database to track hardware and software assets.

    • In conjunction with CM support, maintain a listing of hardware and software configuration items associated with each PMO acquired product or project.

    • Provide Integration support to the program manager crossing all products. Develop integration test strategy, schedule, architecture, and design for integrating solutions between VA and DoD systems.

    • Design test environment, and identify infrastructure, tools, and resources needed to execute (implement) the systems integration effort.

    • Provide guidance, planning, and risk mitigation for systems integration to both the VA and DoD leads. Provide guidance, recommendations and develop a way to validate Key Performance Parameters (KPPs) for systems.

    • Develop field activities plan, to include troubleshooting and fixing procedures, and schedule for completion; Identify resources and infrastructure to support the field activities.

    • Provide reports of system performance and quality issues. The contractor shall provide support for each of the PMOs.

    • Bachelor’s degree in computer science, information systems/software engineering, engineering, or other technical related discipline.

    • At least eight years’ experience in a computer science or information systems, systems engineering or software engineering position. Alternate qualifications: if no degree, then at least 12 years of related experience.

    • Specific Task Related Experience and Abilities: Experience and ability to oversee and orchestrate advanced technology system design, development, integration, testing, training, deployment, operation and/or maintenance efforts.

    • This individual is expected to perform day-to-day management of assigned delivery order projects that involve teams of technical professionals who are involved in analyzing, prototyping, designing, integrating, testing, documenting, converting, extending, and implementing automated information systems.

    • The individual shall possess skills in technical areas addressed by the delivery order to be managed.

    • This person will organize, direct, and coordinate the planning and production of all activities associated with assigned delivery order projects, including assessment of staff and expenditure of ODCs.

    • The individual shall possess superior writing and oral communication skills.

    • Must be eligible to obtain Public Trust government security clearance
