Recipient Rights Investigators (RRI) work at the Detroit Wayne Mental Health Authority advocating for recipients and protecting their rights. Responsibilities include: Receive, review and investigate reports of suspected or alleged violations of the rights of persons served by the Authority as guaranteed under the Michigan Mental Health Code; write comprehensive investigative reports and recommend remedial action based on the investigative findings; conduct reviews of service sites; provide technical assistance to Authority and provider staff. Principal Duties and Responsibilities Consistent with the principles of recovery, person-centeredness, and cultural competence, the RRIs principal responsibilities are as follows: * Receive and review complaints of suspected or alleged violations of the rights of recipients of services in accordance with the Michigan Mental Health Code. * Investigate complaints of alleged violations throughout the Authoritys service delivery system, which include interviews with recipients of services, witnesses, and employees. * Write comprehensive written reports of investigative findings, develop and recommend appropriate remedial action, if applicable. * Monitor contractors within the Authoritys service provision system to ensure timely implementation and documentation of remedial actions. * Testify in criminal and civil litigation as the investigator and subject matter expert in issues involving violations of the rights of recipients of service. * Partner closely with regulatory and industry counterparts and law enforcement agencies. * Monitor contractors within the Authoritys service delivery system for compliance with regulations, rules and policies related to recipient rights. * Prepare appropriate reports of the aforementioned reviews including corrective action plans for noted deficiencies. * Develop and maintain collaborative relationships with providers of service for the enhancement of the rights protection system. Knowledge, Skills and Abilities: * Knowledge of and ability to interpret Mental Health Code * Ability to work effectively with a variety of organizations and individuals with diverse perspectives * Sensitivity in working with persons with disabilities * Knowledge of social/human services principles * Ability to effectively communicate * Ability to deal effectively with others * Good judgement and reasoning skills * Interviewing skills and knowledge of investigative techniques * Ability to work with a team and independently * Written and oral communication skills * Critical thinking and problem solving * Detail-oriented * Ability to probe for information * Observational and investigative skills * Professional values and ethics * Understanding of relationships, interactions and patterns * Knowledge of Microsoft Office or compatible software * Report writing skills * Openness to the emerging workforce in community mental health, including people with lived experience, their family members, allies and fictive kin. * Healthy respect for the needs and interest of the individuals who receive services * Knowledge of, or personal experience with behavioral health issues is desired. Experience and Education Bachelors degree in Criminal Justice; Criminology, Psychology, Sociology, or related degree from a recognized college or university Two (2) years of full time paid investigative work experience in human rights and/or criminal justice. Must have a current valid Michigan Drivers License and acceptable safe driving record. Also required to have an operable vehicle available during work hours; travel may be required throughout the State of Michigan.
