Job Description
** General Summary**
Under limited supervision, assists with overseeing all emergency management activities for UMMC on the Downtown and Midtown Campuses including Ambulatory Clinics. Provides operational support and leadership to hospital leadership during emergency situations. Develops and grows both internal and external agency relationships to support the emergency management program. In the absence of the Director, will assume command of all departmental operations.
** Principal Responsibilities and Tasks**

Assists the Director with the development and implementation of a comprehensive emergency management plan, including the evaluation of current and proposed departmental goals and objectives in accordance with the Medical System’s and Medical Center’s mission, vision, and values.
Manages the UMMC Joint Commission and U.S. Centers for Medicare & Medicaid Services preparation activities for Emergency Management including compliance with all standards within the Emergency Management Chapter.
1. Assists the Director in conducting ongoing assessments of all Joint Commission and U.S. Centers for Medicare & Medicaid Services emergency management standards to ensure compliance and submits findings with corrective action plans to senior leadership.
2. Assists the Director in representing UMMC as the subject matter expert for Emergency Management.
3. Reviews findings from accreditation surveys, develops and implements corrective actions plans
4. Monitors accreditation agencies for changes in standards and addresses changes
Working with the Director, and with input from a variety of departmental stakeholders, develops and maintains the emergency operations plan and implementation to ensure UMMC is properly prepared to respond to foreseeable emergencies.
1. 1. Conducts hazard vulnerability assessments to develop improvement priorities. Seeks inputs from a variety of sources to validate the HVA and other analyses.
Performs project management and provides project support and documentation, including:
1. 1. Proposes and develops projects to support emergency management needs.
Ensures compliance with all elements of the National Incident Management System, including ongoing training and reports regarding NIMS compliance
1. 1. Ensures compliance with all applicable NIMS elements.
Develops and implements realistic exercise scenarios to train internal, external, and community-based exercise participants.
Manages the Hospital Preparedness Program grant program to include identification of desirable purchases, submission of applications and routine reports, and inventory tracking.
Represents UMMC interests, participates in regional planning, and serves as the UMMC liaison to external agencies. This includes but is not limited to Baltimore City, Maryland Institute of Emergency Medical Services System (MIEMSS), Maryland Emergency Management Agency (MEMA), Maryland Department of Health (MDH), University of Maryland Medical System, Maryland Hospital Association, and National Disaster Medical System (NDMS). Coordinates with Local, state, and federal emergency planners to coordinate UMMC plans.
Oversees and manages full time emergency management training coordinators across both UMMC Downtown, Midtown Campuses, and Ambulatory locations
Assists in establishing clear standards of productivity (work procedures and expectations),and enforces the same.
Interviews, hires, orients and provides an open and goal-oriented work environment with established clear and concise work procedures and productivity standards.
Reviews employee performance, conducts annual evaluations, recommends promotion and salary adjustments
Provides for ongoing technical training and development of staff
Manages employees’ Kronos timesheets
Manages Emergency Management budget for staffing and supplies
Collaborates with and represents UMMC to the UMMS Emergency Management program and other System Member Organization Emergency Managers to support a coordinated System approach to Emergency Management
Qualifications
** Education and Experience**
1. Bachelor’s degree from an accredited college or university in Emergency Management, Disaster Management, Public Health, Public or Business Administration, Law Enforcement or a related discipline required. Master’s Degree in related field preferred.
2. Minimum of five years of experience in hospital-based emergency response planning and exercise development and execution is required. Military, federal, state, or civil emergency response experience may be considered in lieu of some hospital experience.
3. Experience in a health care setting, should include the following:
4. Minimum two years of supervisory experience required.
5. Relevant certifications in related field (e.g., CEM, CHSP, CHEP) preferred
