    ARES seeks a Quality Engineer to provides day-to-day technical responsibility of the Goddard Space Flight Center Workmanship Program that includes: excellent understanding of materials and techniques used to manufacture electrical assemblies, particularly printed wiring assemblies, fiber optics, solder, surface mount, polymeric applications and cable harnesses, for space flight applications; excellent understanding of the relationship between workmanship quality criteria and hardware performance in the context of subsystem integration, spacecraft ground testing, launch, mission environment, and mission duration; methods for assessing electronic interconnect quality and reliability via analysis and test; excellent understanding and ability to assess or perform test data analysis; establishing and negotiating quality requirements within the Goddard Space Flight Center, across the NASA Agency, and with industry standards bodies; awareness of quality criteria cross- Agency; auditing compliance with workmanship and ESD control requirements; and applying quality control methods and techniques in manufacturing processes. Interpersonal relationship building and customer interfacing skills are desired.

    Scope of Position: • Maintain and update as needed, the Safety and Mission Assurance Wiki page to capture and share lessons learned, best practices, and rationale for requirements. • Create a program, process and baseline for certifying labs for workmanship process capability (GSFC Workmanship Program) • Provide metrics for GSFC certified and uncertified labs for managing compliance with the GSFC Workmanship Program • Participate in the GSFC Lab Quality Improvement team to coordinate with related Center-level efforts. • Support Supply Chain assessments and audits as requested. This will include travel to vendor locations to provide the technical assessment of the vendor's processes and practices. • Perform process quality related tasks to improve GSFC operations (ex. Support labs through Lean Six Sigma and process engineering).

    Support is required for scientific instruments and spacecraft built locally and/or by non-local vendors. This position provides support in the development and implementation of Mission Assurance Requirements (MAR) related to the Workmanship Requirements (NASA-STD-8739 Series and IPC standards). Providing subject matter expertise for the NASA Workmanship and IPC Standards to Programs and Projects throughout the design and build to include non-conformance recommendation will be included. Work will be on-site, in-plant, or at the vendors for review, audit, and inspection of procedures and hardware manufacturing activities.

    Specified activities include:

     

    • Research, develop, coordinate and publish technical policy for Goddard Space Flight Center regarding the NASA and IPC Standards and how to tailor and implement those requirements on Goddard programs based on risk classification.
    • Submit input to NASA Workmanship Standards that improve NASA hardware reliability and quality, address new and emerging technology, make corrections and facilitate a common technical baseline for the Agency.
    • Develop and complete Lab Quality Assessments and Improvement projects to ensure that labs at Goddard are able to produce reliable and quality equipment.
    • Provide educational or topical content for distribution to the NWTC, the NASA training centers or the general public through Workmanship’s public and limited-access websites.
    • Provide technical support for understanding the impact of new issues and topics on existing Workmanship requirements and on mission-critical hardware.
    • Support Project milestone reviews, peer reviews, and project reviews, providing NASA assurances to requirements and readiness as appropriate.
    • Communicate and ensure resolution of all noncompliance issues and/or risks. Support project discrepancy board meetings, tracking discrepancy reports, change requests, and action items throughout project lifecycle. Provide Quality Engineering inputs to nonconforming product dispositions and corrective actions.
    • Provide weekly and monthly reporting to customer, providing additional inputs as needed to assist in customer presentations.
    • Evaluate NASA and NASA supplier facilities for required equipment, processes, personnel, training, and capability for producing quality hardware in compliance with agency and project requirements.

    Required Skills

    Minimum Requirements:

    • Excellent communication skills, both verbal and written.
    • Be a self-starter, able to work independently with little or no supervision.
    • Be pro-active and confident, as well as a team-player who is able to interface with technical and management personnel.

     Preferred Qualifications:

    • Experience with NASA Standard 8739 and IPC requirments (ex. IPC-J-STD001, IPC-610, etc.)
    • American Society for Quality (ASQ) Certified Quality Engineer (CQE) also desirable.
    • Lean Six Sigma training preferred.
    • Experience with leading a team/managing tasks. It is possible that this individual will be selected to fill in and assist the Engineering manager during vacation or peak work times.

    Required Experience

    In order to be considered for this position you must have:

     

    • BA/BS degree in a technical field (i.e., engineering, computer science, quality assurance).
    • 3 or more years of directly related quality or engineering experience.
