    Position Summary:
    We have an exciting opportunity to join our team as a Phlebotomy Supervisor - Full Time Days 9AM-5PM; rotating schedule/weekends - Laboratory.

    In this role, the successful candidate The position is accountable for planning, directing, and controlling all phases of laboratory phlebotomy operations throughout the hospital, to effectively contribute to the hospitals mission and vision. Supervised all activities related to the proper functioning of the Customer Service and Patient Service Centers including all components of the workflow processes, staffing levels regulatory compliance, and when appropriate, supplies, financial management, schedules, and personnel management. Ensures all staff in the Customer Service and Patient Service Centers adhere to the Hospital and Departmental Policies and Procedures as well to all relevant Regulatory statutes and standards (e.g. NYSDOH CLEP, DNV, CMS, etc.)
    Oversight for Quality Assurance functions and problem resolution for the Customer Service and Patient Service Centers.

    Job Responsibilities:

    Developmental

      * Evaluates and implements changes based on departmental day to day staffing and patient flow. .
      * Sets priorities, assesses responsibilities and establishes timetables for section.
      * Keeps Laboratory manual current as it pertains to their department.
      * Supervises the workflow for all of laboratory phlebotomists and emergency room medical assistants, establishes their priorities, workloads, and procedures, and provides day-to-day problem resolution and troubleshooting to ensure timely collection and processing of patient specimens.
      * Monitors staff – attendance, attitude, and dress code. Takes appropriate action if required.
      * Monitors safety and infection control compliance and corrects any issues as needed. 
      * Evaluate new products, procedures, and equipment.
      * Anticipates and recommends the need for new supplies and procedures.
    

    Human Resources

      * Assists in the development of job description, competency assessments, and evaluation.
      * Responsible for department staffing to ensure adequate operational coverage.
      * Ensures that all department staff follows established service excellence initiatives and the hospital’s core values.
      * Ensures that all staff is patient/customer/coworker friendly and respectful (i.e. A.I.D.E.T., phone manners).
      * Assists in the selection and interviewing of prospective employees.
      * Counsels personnel in accordance with job description, hospital policy, and current standards in laboratory medicine.
      * Assists in the resolution of personnel issues.
      * Establishes good communication and working relationships with the management team.
      * Attends H.R.-related meetings and training sessions
    

    Financial

      * Monitors all expenditures to ensure section is utilizing financial resources efficiently.
      * Maintains proper inventory to minimize outdating while ensuring adequate supplies.
      * Evaluates quality and cost effectiveness of new or replacement supplies and equipment and procedure.
      * Seeks new means to meet budget objectives.
      * Evaluate staffing needs and organize schedule to minimize additional coverage or OT
    

    Operational Management

      * Functions as section resource in resolution of difficult and complex problems requiring the ability to troubleshoot procedures.
      * Responsible for the scheduling of laboratory 8 hours and Emergency Department 12-hour staff.
      * Maintains, reviews and updates all manuals, documents and procedures in section in a timely fashion.
      * Ensures that procedures are performed according to established protocol. Reviews and assesses results for accuracy and validity.
      * Organizes and maintains section statistics, records and computer files.
      * When necessary, assumes administrative responsibility for the entire laboratory.
      * Participates in Hospital and Departmental P.I. program.
      * Participates in related hospital committees as requested.
      * Completes all reports, appraisals, training guide in a timely fashion.
      * Ability to organize work and use time effectively.
      * Learns and maintains proficiency in all related lab applications. (i.e. Wellsoft, reference testing, sendouts)
      * Maintains and demonstrates competency in all phases of phlebotomy.
      * Responsible for all staff training, evaluation and competencies.
    

    Communication and Confidentiality

      * Responds and initiates contact with outside vendor and technical support personnel to resolve issues.
      * Serves as a liaison between laboratory services and information systems.
      * Assigns staff to appropriate levels of access with input from laboratory administration.
      * Organizes and maintains physician’s link for laboratory reports
      * Evaluates and investigates confidentiality issues and reports to director
      * Able to uses independent judgement and knowledge to perform related tasks.
    

    Statistical Information

      * Assists administration in the building and reporting of statistical reports
      * Validates values and investigates errors
      * Assists in billing issues related to laboratory systems.
      * Assists in the financial coding and charge master changes.
      * Takes an active role in troubleshooting system errors
    

    Educational

      * Directs the training of new employees and phlebotomy students. Evaluates their progress and adjusts training schedule accordingly.
      * Provide and encourage ongoing continuing education to employees in the form of professional journals, videos, practical experience and other means.
      * Maintains a current knowledge of the field through participation in professional organizations, seminars and professional literature.
      * Functions as a resource and liaison with other members of the medical profession by providing information and recommendations on request.
      * Effective precepta to new personnel and students.
      * Encourages staff participation in evaluation of new products and method.
    

    General Performance

      * Demonstrates leadership qualities and supports the development of colleagues through role modeling, acknowledgment and guidance.
      * Develops and maintains cooperative working relationships with physicians and patient care department personnel in order to gather and exchange patient information, resolve problems and improve patient care.
      * Keeps Administrative Director and other personnel informed of changes in procedure, policy or technique.
      * Ensures that all safety requirements are met and reports issues.
      * Attends all required management meetings and participates in resolution of laboratory services issues.
      * Ability to utilize good judgement in handling situations not covered by written or verbal instructions.
      * Flexible and open to change to meet the changing needs of Health Care.
    

    Other Functions and Performance Expectations

      * Maintains a consistent pattern of on-time attendance
      * Adheres to hospital/department dress code. Arrives to work appropriately dressed, well groomed and neat.
      * Completes all hospital requirements at designated time, (i.e. annual assessment, educational, MedNetTra)
      * Conforms to policies regarding confidentiality of information
      * Follows call-in procedure when sick, late or absent.
    

    Minimum Qualifications:
    To qualify you must have a AA or BS preferred with At least 3 years of phlebotomy supervisor experience in a hospital or healthcare setting is required
    Phlebotomy Certification by a technical training program.
    Customer service skills with knowledge of laboratory and hospital information systems. Customer service experience in a clinical setting.
    Knowledge of insurance providers, ICD-10 CM Coding, medical necessity, and medical terminology.
    At least six years of phlebotomy experience in a hospital or healthcare setting is required.
    Analytical skills are necessary to develop procedures and resolve complex technical problems, exercise independent judgment.
    Interpersonal skills necessary to direct and assign work to subordinates at several levels
    Strong Organizational Skills
    Strong Computer Background
    Knowledge of Regulatory Agencies (e.g. DNV, NYSDOH)
    Laboratory billing experience is required.

    Required Licenses: Phlebotomy Technician Cert

    Long Island Community Hospital provides a salary range to comply with the New York state Law on Salary Transparency in Job Advertisements. The salary range for the role is $54,200.00 - $81,950.00 Annually. Actual salaries depend on a variety of factors, including experience, specialty, education, and hospital need. The salary range or contractual rate listed does not include bonuses/incentive, differential pay or other forms of compensation or benefits.
