    Job Description

    SUMMARY: The Manager of Clinical Operations assists and guides the daily clinical operating activities for the Department. Provides high-level leadership and management of the operational and administrative activities to advance the Department’s clinical and education mission. Manages the department's clinical support staff, facilities, and equipment to ensure delivery of the highest quality of clinical care. The Manager is responsible for the quality of care and compliance with all federal, state, and regulatory standards. He/she assumes 24-hour responsibility and accountability for managing patient care and serves as a clinical resource for staff caring for children, adolescents, and some young adults with chronic illnesses and disabilities. Responsible for assuring the smooth flow of patients in clinical settings and refining operations to improve patient, family, provider, and employee satisfaction. Ensures safe, cost-effective, high-quality patient care through the appropriate use and management of personnel and fiscal resources, the delegation of responsibilities, and effective communication.

    ESSENTIAL FUNCTIONS:

    Specific Duties & Responsibilities:

    Administrative & Operational Leadership (40%)

    · Works in partnership with the Director of Inpatient Operations and, in coordination with the supportive departments, provides administrative oversight to clinical operations.

    · Works with the Director of Quality to develop, communicate, and manage policies and procedures for the clinical operations of the department, incorporating Evidence-Based Practice.

    · Oversees the implementation and monitoring of clinical services, and sets guidelines for effective, efficient, and patient-centered clinical operations. Develops and manages clinical policies and procedures, as needed, to ensure smooth clinical operations. Makes recommendations to the Director of Inpatient Operations and Chief Nursing Officer.

    · Creates and maintains an environment that promotes the safest possible standards, methods, and operations to assure the safety of our patients, clinical providers, and clinical support staff.

    · Builds trusting, collaborative relationships that include shared decision-making while ensuring organizational goals and objectives are met.

    · Demonstrate the ability to adjust to a rapidly changing environment by responding to and/or making decisions promptly.

    · Understands, articulates, and ensures the delivery of quality care in compliance with practices that are set by regulatory agencies, Joint Commission Affiliated Hospital Organization (JACHO), the Illinois Department of Public Health (IDPH), Occupational Safety and Health Association (OSHA), Illinois Department of Professional Regulation, Nurse Practice Act, and any other regulatory agency.

    · Oversees the process for ensuring the required resources are available for clinical operations, including, but not limited to, managing the process for ordering clinical supplies, establishing inventory management, and appropriate par levels.

    · Oversees and directs the implementation of projects, programs, and operational initiatives/changes as assigned by the Executive Director of Inpatient Operations.

    · Routinely holds meetings and organizes project teams for the clarification of issues, communication of guidelines and information, problem-solving, and team development.

    · Establish and maintain competent, effective, and efficient inpatient staffing models to provide safe and high-quality patient care. Oversees and verifies schedule is balanced before publishing and approval. Forecasts staff needed while managing the process for review of overtime to improve staffing utilization and clinical operations.

    · Manages, supports, and monitors development and implementation of all relevant clinical policies at the Department level, specifically those addressing: customer service, productivity, patient scheduling, and registration, template, forms, and standardization of all internal workflow, to optimize collections, and patient-centered operations and staff.

    Relationship Management & Development (30%):

    · Plans and manages assigned staff to accomplish Hospital’s mission to provide safe, high-quality care to children with chronic diseases. This includes recruiting, scheduling; training, development, counseling/coaching, performance appraisals, recognition programs recommending merit and promotional adjustments, disciplinary, and other personal actions in accordance with existing policies and procedures.

    · Coordinates communication and organization among key stakeholders in relation to clinical practice activities that interface with the departmental operations to assure effective coordination of patient care.

    · Creates an environment that celebrates successes and accomplishments and communicates a shared vision.

    · Maintains visibility in nursing and the institution; creates an environment and climate of enthusiasm, motivation, and inspiration for staff.

    · Manages departmental operations to ensure patient-centered activities and maximize patient satisfaction scores. Develops strategies to improve patient satisfaction and enhance the patient experience in areas operationally managed by the Department. Establishes targets for patient satisfaction and engages staff in strategies for improvement.

    · Establishes communication channels with staff to ensure that they receive information on issues that affect the clinical operations of their assigned areas, as well as provide advice, assistance, information, and service that aids them in attaining related objectives. Analyze, respond and support opening suggestions for improvements in operating systems.

    · Oversees and encourages the development of staff, including meeting the education, orientation, and competency needs based on their role and mandatory requirements.

    · Attends daily rounds, staffing, and leadership meetings, as directed.

    Supervision of Other (30%):

    · Directs the activities of Charge Nurses, Administrative Nursing Coordinators, and clinical and non-clinical support staff. Oversees individual employee development, safety, and training; and conducts performance appraisals for direct reports.

    · Oversees the time and attendance; payroll inpatient process while maintaining staffing and regulatory policies and guidelines.

    · Resolve and manage conflict; documenting and aligning process based on policy, procedures.

    · Maintaining required job skills and professional competencies. Attending required educational sessions.

    · Participating in professional organizations. Obtain Nurse Manager Certification within 3 years of starting position.

    · Attends a minimum of three non-required continuing education sessions per year.

  • Qualifications

    Qualifications

    Education: A graduate of an approved school of professional nursing. BSN and Master’s degree required.

    Related Work Experience: A minimum of 3 years prior leadership experience required.

    Minimum of 5 years of pediatric nursing preferred.

    Licensure/Certification: Currently licensed as a professional nurse in the State of Illinois. Specialty Certification preferred.

    Specialized Knowledge and Skills: Can function as an exceptional role model to staff. Is familiar with policies of regulatory agencies: JCAHO, CMS, Illinois Department of Public Health (IDPH), Illinois Nurse Practice Act, Occupational Safety Health Administration (OSHA). Is able to establish priorities and possesses independent decision-making capabilities.

    CPR required: Only certifications issued by the American Heart Association or the American Red Cross will be accepted.
