    JOB SUMMARY:

    The Quality & Development Manager is responsible for working alongside Site Managers in daily operations of all outpatient rehab departments as well as providing direct patient care. Works closely with Site Managers and Directors of Outpatient Rehab Services to oversee project facilitation, patient experience, process improvement initiatives, informatics, staff development, education, employee relations, and quality control at all regional sites. Coordinates intra-departmental activities and builds collaborative relationships with physicians and departments outside of Rehabilitation. Responsible for regulatory compliance and Joint Commission readiness for the department. The Quality & Development Manager may supervise designated clinical and support staff as appropriate.

    MAJOR ACCOUNTABILITIES/CRITICAL RESPONSIBILITIES:

    1. ADMINISTRATIVE OVERSIGHT – Monitors performance of all clinical and support staff. Responsible for directing department volunteers. Supports the daily operations of the department, which may include staff scheduling, team meetings, and the maintenance of clinical and administrative supplies. Assists in developing departmental policies and procedures within regulatory and/or accrediting guidelines. Provides coordination with other departments throughout the system. Will serve on multiple organizational and departmental committees as appropriate.
    2. CLINICAL EDUCATION – Provides education to therapy staff, system employees and community based on continual monitoring of needs. Serves as clinical coordinator of education for student affiliations. Assists in the development and completion of appropriate clinical and core competencies on an annual basis. Leads the education committee within the department and facilitates consistency of mentorship throughout the enterprise. Contributes to continual advancement of clinical excellence within the department to ensure delivery of the highest quality of care. Assumes personal responsibility for continuing education and professional development.
    3. BUDGET – Assists in the development and management of the annual budget. Contributes suggestions for cost containment, revenue enhancement and capital needs.
    4. HUMAN RESOURCES – Supports with orientation and onboarding of new staff, annual staff appraisals, assists with recruitment (interviews, candidate evaluation, HR coordination), approves, submits and monitors payroll/PTO as needed.
    5. DIRECT PATIENT CARE – Provides direct patient care services as indicated by departmental needs.  
    6. INFORMATICS – Assists in the development of data-driven solutions to improve patient health. Coordinates system needs and ensures staff are trained in all associated systems including but not limited to: EMR, BetterPT, telehealth, etc. Facilitates implementation of new EMR and contributes to build of programmatic and multidisciplinary templates. Maintains departmental statistics associated with volume, budget, productivity, etc. while also assessing key quality metrics and indicators.
    7. QUALITY ASSURANCE & CONSUMER ENGAGEMENT – Ensures consistency throughout the department as it relates to consumer experience and addresses concerns or service recovery needs in coordination with the leadership team. Identifies opportunities to improve consumer experience and to elevate the level of care provided throughout the department. Utilizes key metrics including Press Ganey results to target areas for improvement and subsequently plans and executes strategies to enhance future performance and results. 
    8. REGULATORY COMPLIANCE & JOINT COMMISSION READINESS – Continuously monitors regulatory requirements at each respective location. Responsible for ensuring joint commission readiness at all sites within the outpatient rehab department.

    Required Skills Required Experience

    QUALIFICATIONS/REQUIREMENTS:

    Graduate of an accredited curriculum with a minimum of a Doctorate Degree in Physical Therapy or Masters Degree in Occupational Therapy or Speech-Language Pathology. Must be licensed by the Connecticut Board of Physical Therapy Examiners, the Connecticut Board of Occupational Therapy Examiners, or the Connecticut Board of Speech and Language Examiners. Advanced degree or certification is strongly recommended, but not required. Must have at least 5 years of professional experience. Supervisory experience of at least 2 years preferred.
