General Summary of Position: This position supports the mission of the EAP and provides employee assistance services to staff, employees, and their household members at Wentworth- Douglass Hospital and across the Partners HealthCare System, and to the employees of all affiliated client companies that have arranged for EAP services. These services include consultation and training to the organization, development of program awareness activities, clinical assessment, short term counseling and referral, project management, establishment of community linkages and a provider network, case monitoring and follow-up. Principal Duties and Responsibilities: A. Direct Services to Staff/Employees and Family Members Provides confidential EAP services to staff, employees and their household members including the following: assessment/problem identification, consultation, short-term counseling, crisis intervention, referral and follow up, case management, and return to work conferences. Serves as liaison, with clients permission, between EAP clients, supervisory personnel, and referral resources to ensure rigorous follow-up and successful reintegration into the workplace for employees returning from leave. Provides mental health and substance abuse assessments. Provides information, short-term solution-focused counseling and referrals for the range of work-life and life cycle issues. Provides crisis intervention and staff support for individuals and groups of employees in response to traumatic incidents as needed. Follows standard operating procedures and practices for EAP service delivery that ensure client confidentiality, and timely, ethical and quality services. Maintains timely case documentation in confidential files with data accessible for EAP management information systems and program evaluation. Prepares case activity reports as requested by EAP Director. Enters client, consultation and other activity data into EAP database in compliance with EAP policies. Reviews all high-risk cases with EAP Supervisor, EAP Manager, Corporate EAP Director, and/or Medical Director. B. Direct Services to the Organization Provides consultation, upon request, to managers/supervisors/union representatives and Human Resources representatives regarding employees with unsatisfactory work performance. Consultation services include the following: review of past job performance, assistance in clarifying work issues, guidance on how and when to refer to the EAP, integration with personnel policies and procedures, and assistance in preparing constructive intervention meeting for referral to EAP. Provides consultation regarding behavioral risk management issues in the workplace, including mental health, substance abuse, and domestic violence, threat of violence, critical incidents, tragedies and disasters. Reviews the evaluation, treatment compliance and re-entry of chemically dependent and/or mentally ill employees who have voluntarily sought EAP assistance, and provides consultation to and coordination with Occupational Health Services re: Fitness for Duty issues. Develops and conducts training for management, supervisors, and union leadership about management of troubled employees and effective utilization of EAP services, behavioral health and life management issues, and change in the workplace, stress management, drug-free workplace, work-life and other EAP- related issues. Develops and implements program promotion and awareness activities to staff and employees, such as educational workshops, newsletter articles, informational tables, fairs and distribution of publicity materials. Participates in the evaluation of the EAP process and outcome in terms of program utilization, quality of services provided and attainment of program objectives. Prepares reports as needed. May provide consultation to the organization regarding the development or application of policies and procedures related to the EAP services, i.e. substance abuse policies, drug testing, AIDS policy, family violence, organizational response to the ADA and FMLA and violence in the workplace. Develops and maintains liaison relationships between EAP and internal organizational functions including Human Resources, Occupational Health Services, Employee and Labor Relations, Workers Compensation, union representatives, Learning/Training/OD and Diversity. Develops updates, coordinates and evaluates information and referral resources, including internal and community referral resources that provide affordable, high-quality services to EAP clients. Participates in organizational/hospital committees and trainings as requested by EAP Director. May conduct work group assessments and make recommendations upon request; may develop training or educational programs in response to assessed needs. Other Conducts/administers customer satisfaction or manager surveys, initiates and implements clinical and programmatic improvements in EAP services as requested by the EAP Director. Participates in professional EAP organizations and may also provide consultation regarding EAP practices to the community. Participates in regular in-service training opportunities. Provides on-call coverage and back up on-call coverage and is available for after-hour response. Conducts himself or herself with high professional standards and executes extreme care regarding confidentiality issues. Maintains required licensure or certification for position. Minimum of a masters degree in social work, counseling psychology or related clinical human service discipline. Minimum of 3-5 years of professional experience post masters degree, with a minimum of 3 years comprehensive EAP experience. Training and clinical experience in chemical dependency Licensed Independent Clinical Social Worker (LICSW), RN/MSN or Ph.D., in New Hampshire and Certified Employee Assistance Professional (CEAP) or CEAP eligible. This position requires attainment and maintenance of CEAP if candidate does not already have this certification. Skills/Abilities/Competencies Required: This position requires knowledge of and ability to work with the diverse issues and needs of various multicultural, ethnic, socio-economic, educational, and age-specific populations found within the organization. EAP Consultants must also have working advanced knowledge of and the ability to intervene in a broad range of clinical problems such as family, interpersonal, parent-child, intrapsychic, substance abuse, and suicide/homicide risk. Clinical Experience with: Advanced crisis intervention Advanced clinical assessment including alcohol/drug assessment and intervention Clinical measurement tools (i.e. GAF) Staff support following a critical incident Brief psychotherapy Motivational interviewing Referral Client follow-up. Program experience: Training design and implementation Organizational consultation Familiarity with and expertise in responding to complex and sensitive workplace issues Policy development, program evaluation and supervisory experience preferred. Knowledge of: Advanced knowledge of Core EAP services Work-life concepts and principles Human resource functions; personnel administration; and management/labor practices Organizational dynamics Partners Policy and Procedures Community resources and insurance systems Federal, state and local confidentiality laws and mandated reporting and regulations regarding disability, workers compensation, mental health, alcohol and drugs and employee/labor relations. ** Additional skills: Excellent interpersonal skills; able to relate effectively with management, professional staff, union/non-union personnel at all levels Excellent verbal and written communication Good organizational and time management Strong public speaking Clinical supervision Computer proficiency including Microsoft Office. Working Conditions: Employee will work in an office setting when seeing clients. Travel between EAP offices to provide client or organizational services will be required. Services are provided in multiple locations (i.e. training seminars and workgroup interventions are usually done at the work-site). Occasional evening and emergency coverage may be required. Supervisory Responsibility: Team or Project Leader Responsibilities May function as liaison to implement, monitor and coordinate delivery of EAP services to assigned entities or facilities or departments, under the direction of EAP Director. Includes responsibility for organizing marketing and promotion of EAP services in those entities. May also be responsible for providing EAP annual and semi-annual reports to those entities. May organize and facilitate local EAP advisory committees or focus groups in the organizations served by the EAP. May lead independent or EAP team projects, as assigned by EAP Director, to evaluate or improve program effectiveness, develop internal EAP protocols and/or develop new EAP services. May participate in EAP Peer Review; may organize inservice training and reading assignments for continued staff development in accordance with the needs of the EAP.
