    Summary:

    The Lead Clinical Director Floater provides leadership and oversight to ensure multiple regions clinical objectives are satisfied, contract obligations are met, quality care and county/state relationships are developed and maintained, support staffing and staff development, and assist with budget and financial forecasting as it relates to the clinical development of the region – collaboration with the State, Regional, and Program Directors.

    Essential Duties/Responsibilities:

    Provide clinical and administrative leadership over state and regional activities. Participates in developing and implementing plans for enhancing clinical productivity, compliance and overall profitability.

    Ensures agency, state, and regional adherence and compliance to licensure, accreditation, contractual requirements, and company guidelines.

    May be responsible for management and leadership of Program Supervisors, Clinicians, and Regional Directors at multiple programs across the state.

    Responsible to work collaboratively with the State QI/QA Director and Privacy Officer and ensuring successful Clinical Quality Assurance, Clinical Compliance, and Clinical Audits of all regions.

    Lead and/or participate on committees and focus groups at regional/state/national level.

    Works collaboratively with State, Regional, and Finance Director/Lead on the development, implementation and management of accurate budgets and profitable revenue streams for each area of business responsibility.

    Assure that the community need for services is being met per the contract requirements for each program in CA by collaborating with Regional and Program Directors, CA leadership team, payers when necessary.

    Provide Regional team with support and guidance in developing and maintaining community partnerships with other provider agencies and/or contracted/payer agencies.

    Facilitate growth in existing businesses by providing clinical review/assessment of program design and making recommendations for change and assist with payer negotiation to develop new opportunities for expansion, as appropriate.

    Tracks RFP/grant opportunities.

    Works with professional grant/RFP writers to facilitate development of proposals for new and existing business and participate on the review team.

    Acts as the Agency lead when pursuing RFP/grant opportunities.

    Coordinate and lead internal/agency subject matter expert team for RFP/grant proposal development and review for all proposals. May require local and long distance travel.

    Responsible to participate in clinical aspects of start ups of programs that are not yet established.

    Responsible for providing oversight and direction for the recruitment, interviewing, selection, training, and ongoing assessment of staff, to assure the retention of a competent and adequate work force.

    Will work a flexible schedule outside of business hours, weekends and available beyond office work hours should the need arise or to support the regions/programs and leadership.

    Provide temporary coverage for counties short of leadership positions due to vacancies.

    Review contracts, subcontracts, Statements Of Work, leases, MOUs, budgets and others as appropriate.

    Report clinical concerns, as outlined in policy, in a timely manner to the State Director and assist in disseminating information to and from the staff. Assure that management decisions are implemented in a positive and timely manner.

    Ensures regional operations are operating according to policies and procedures, applicable professional standards, laws, rules and regulations.

    Provide leadership to management team in evaluating program needs and developing and implementing appropriate Evidence Based practices and the appropriate use of therapeutic interventions.

    Responsible to ensure clinical continuing education is available to all staff.

    Model ethical leadership. Monitor ethical issues and help develop and implement policies to maintain regulatory compliance and assure that processes follow the highest ethical standard for our clients.

    Completes monthly, quarterly, and all other reports in a timely manner.

    Attends and participates in meetings as directed by State Director.

    May direct planning, management, administrative, staff and client meetings and training activities as required by leadership and/or State Director.

    Prepares activity and other reports for executive management as required.

    Promotes staff development and empowerment.

    Conducts and reviews performance appraisals, and/or reviews or recommends merit and promotional salary increases for staff.

    Maintain and ensures HIPAA, ethical standards/code of conduct and professional boundaries with all staff and clients.

    Other duties as assigned or necessary to support the company.

    Decision Making Responsibilities:

    Responsible for hiring decisions for professional positions in region, structure of delivery of services (within regulations and contract specifications) and determining guidelines for client care. Provide input regarding the development of the state budget and regional budgets when needed.

    Ability to identify problems and offers constructive suggestions for corrective action.

    May act as a lead person in handling a crisis situation, investigations, and audits.

    Brings policy, procedure and daily operations systems concerns to management.

    Level of Supervision:

    Directly supervises one or more employees, conducts hiring, succession planning, and performance management.

    Ability to work independently and make sound decisions without close supervision.

    Education and/or Experience:

    Completion of a Master’s degree in social work, sociology, psychology, or licensure track related human services field and (5) five years of post-license clinical experience, preferably working in Community Mental Health and related treatment modalities working with youth, family, older adults, and/or adults with severe mental illnesses and/or behavioral problem.

    Certificates, Licenses, Registrations:

    Must be licensed to practice as a Licensed Mental Health Provider (i.e., LCSW, LPC or LMFT) and preferably able to provide supervision towards licensure under the State Board of Behavioral Health Professions rules, regulations, and laws.

    Valid California driver’s license and auto insurance, as well as proof of education are required

    Knowledge, Skills and Experience:

    5 years of experience in supervisory level positions in mental health services clinics/programs/regions with responsibility for staffing, budget and professional delivery of services.

    Strong clinical and excellent leadership, administrative, communication, and interpersonal skills.

    Experience managing/overseeing multiple service delivery sites.

    Ability to work flexible schedule to meet the needs of the state/region.

    Ability to effectively prioritize and manage time.

    Intermediate level of PC skills required.

    Physical Requirements:

    Office Environment. Requires extensive sitting with periodic standing and walking; Requires significant use of computer, tablet, phone and/or general office equipment.

    Needs adequate visual acuity, ability to grasp and handle objects.

    Needs ability to communicate effectively through reading, writing, and speaking in person or on telephone.

    May be required to occasionally lift and/or move up to 20 pounds.

    Will require off-site travel up to 25% - local and out of state (e.g. for meetings, county and/or client needs)
