Req ID: 160687 JOB SUMMARY Coordinates the activities of contract, locum and agency staffing across all locations of PeaceHealth. Coordinates cost expenditures/containment, secures contingent staff tracks assignments and deadline dates. Helps to ensure agency partners meet or exceed contractual obligations by delivering quality services on time. Ensures established processes and quality measures are tracked and reported on. Coordinates continuous improvement based on best practices. Ensures system-wide needs are met using due diligence, risk assessment and vendor monitoring. Establishes program policy, monitors contract compliance, and resolves and, when indicated, escalates issues from internal and external customers. ESSENTIAL FUNCTIONS -Coordinates and tracks all approved requests for contractor, traveler and locum staffing. Responsible for communication between AMN and PeaceHealth to ensure up to date unit assessments resulting in accurate and sufficient candidate flow. -Ensures compliance with standardized processes, monitors progress, problem solves and escalates issues as indicated. -Serves as coordinator for orientation, training and systems access for all contract, traveler and locum staff with PeaceHealth local agency coordinators, TSP and management. Troubleshoots, resolves and escalates issues as indicated. -Educates hiring managers and teams on screening, interviewing and compliance of vendor process. -Executes recruitment plan by coordinating the sourcing and recruiting qualified contingent staff from a variety of sources. When required, initiates completion of service agreement. Provides recruitment facilitation and follow up to ensure requisition fulfillment meets customer expectations. -Coordinates and assists in the development of processes and policies for office of vendor relations for contract and locum staffing needs within PeaceHealth; collaborates with operational leaders and key stakeholders to design and implement standard processes. -Collaborates with the HR Partner Organization and other department to ensure clarity of need and successful onboarding of contingent staff. -Analyzes and reports program results to detect trends, identify compliance issues, risks and opportunities. Provides internal and external customers with recommendations and, when necessary, implements action plans for performance improvement. -Assists in negotiation with external vendors to secure quality staffing at equitable, established pricing and approves invoices. -Performs other duties as assigned. QUALIFICATIONS EDUCATION: -Bachelors degree required or a combination of education and professional experience that provides the incumbent with the requisite knowledge, skills and ability to successfully perform the job. EXPERIENCE/TRAINING: -Minimum of 3 years experience in recruitment coordination, human resources, or vendor management required -Experience coordinating staffing via third party vendors and/or in healthcare setting experience preferred -Experience working with time management systems, managed service programs (MSP), vendor management systems (VMS), or with requests for proposals (RFPs) for these services preferred LICENSE/CERTIFICATION: -Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) preferred KNOWLEDGE/SKILLS/ABILITIES: -Able to communicate with all levels of leadership, driving action and persuading audiences -Strong presentation and speaking skills (articulate, concise, engaging) -Critical thinking and solution design capabilities -Working knowledge of common HR laws and issues -Exceptional work ethic, able to self-manage a robust project through various delivery stages -Extensive knowledge and related skills of budget control, performance analysis and contract management -Knowledge of Microsoft Word, PowerPoint, and Excel required, knowledge of other Microsoft Office products preferred SHARED SERVICES PHYSICAL/COGNITIVE REQUIREMENTS: -Work requires fairly light physical exertion from up to 65% of the time. -Ability to lift objects weighing 30 lbs. or less. -Work is performed under normal working conditions with adequate lighting and ventilation. -Job duties frequently require intense concentration and attention to detail (up to 65% of work time).
