Career. Talent Development Specialist Responsibilities Provides pre and
post-employment services to assist participants in gaining and/or
retaining employment and initiating a career path leading to
self-sufficiency. Works with participants to evaluate customers past
skill assessments and update as necessary. Administers and evaluates
in-depth assessment instruments. Assess supports necessary to succeed on
the job and to increase wages. Provides re-employment services to ensure
the participant remains employed. Provides/facilitates workshops in job
keeping and life management skills Provides support in decision to keep
existing job, while also identifying and pursuing future career goals.
Provides one-on-one individual coaching in current job and activities
outlined in skill development plan. Arranges supportive services as
needed. Arranges and develops individual employment plans to include
training services when necessary. Develops partnerships with employers.
Facilitates and provides re-employment activities. Arranges on-site
mentoring for customers by co-workers. Develops partnerships, in order
to promote problem solving, job retention, and advancements. Other
duties as assigned * Provide case management to customers at the
appropriate level * Interview customers to gather information on
training needs, educational background, work experience, skills interest
and eligibility * Verify eligibility for program services * Assist
customers with identifying employment goals and career development
needs, and developing achievable and realistic services and employment
plans * Monitor customers progress during participation in appropriate
activities * Assist customers with job placement * Provide follow-up
after job placement to ensure job retention and the elimination of
barriers that may impede job retention * Authorize and coordinate
supportive services such as clothing, child care, transportation,
counseling, etc. and track obligations of funds * Authorize and
coordinate training services and track obligations of funds * Assist
customers in working with other community and social service
organizations by serving as an advocate * Ensure case record
documentation is current, accurate, thorough and complaint with
established policies and procedures * Prepare reports related to program
activities * Maintain existing linkages to community resources and
develop new ones to further the goals of the program and the success of
customers * Conduct outreach to build, maintain, and enhance
relationships with employers * Coordinate with other Workforce Center
staff when working with employers, Chambers of Commerce, local
non-profits and social service agencies * Work actively with businesses
to identify job opportunities, alternative work and training initiatives
Enlist cooperation of community and business leaders to increase
awareness of available workforce services in the community * Perform
additional duties as assigned Specific Requirements * B.A. in
counseling, social science or related field preferred. * Two years of
work experience combining elements of job placement, training, and
counseling. * Ability to interact positively with a variety of job
seeker clients, including those with barriers to employment. * Ability
to maintain an intensive interviewing schedule. * Knowledge of federal
and state regulations relating toemployment and training programs. *
General knowledge of a variety of job specific skills and firm knowledge
of appropriate employment soft skills. * Knowledge of job development,
placement and employment search and retention processes, and a working
knowledge of workforce development programs and the local business
community is desirable. * Must be able to coordinate services for
participants with multiple barriers and with private sector businesses.
Must possess demonstrated effectiveness in customer service and be
able to work independently under general supervision, and as a member of
a team. * Must be able to work comfortably in a variety of employment
settings appropriate to the population. * Must possess good oral and
written communication skills. Additional Information Seeking a candidate
