    CSEC RESPONSE TEAM OUTREACH SPECIALIST/CASE MANAGER

    STATUS: Full-time, $36,000/year

    SPECIFIC RESPONSIBILITIES: Accountable to the Program Manager to coordinate and provide comprehensive trauma-informed training, consultation, and advocacy services through the CSEC Rapid Response Team, including, but not limited to, working in collaboration with Child Welfare Services (CWS) and other community agencies in addition to providing services to 12-21 year olds who have experienced commercial sexual exploitation (CSE). Case manager is responsible for screening possible intakes, providing intake assessments, creating a service plan in partnership with the youth and their parent/legal guardian, facilitating appropriate referrals, linking to therapy, and assisting in the day-to-day service provision of the program. In addition, the case manager provides prevention and intervention facilitated groups on a variety of topics, including: alcohol and drug use, teen pregnancy, self-esteem, and positive choices.

    DUTIES:

    • The development, implementation, and evaluation of an integrated treatment approach for youth at-risk for or impacted by CSE and quality trauma informed youth programs that adhere to and uphold the rigorous standards of San Diego Youth Services as mandated by its mission, purpose, guiding principles and standards of quality.
    • Assist in updating agency policies and procedures. 
    • Attend required meetings but not limited to supervision, staff meetings and trainings.
    • Assist in the development of training material. 
    • Coordinate and provide trainings for CWS, CSEC Steering Committee members, Resource Families, caregivers, and other community stakeholders on CSEC. 
    • Attend monthly meetings with the CWS policy analyst and/or management team to ensure trainings and services are tailored to the specific needs of CWS and may include consultation on the phone or in person regarding CSEC issues, as requested by CWS management.
    • Attend regional CSEC Multi-Disciplinary Team (MDT) meetings, when requested.
    • Provide outreach to increase community awareness and program referrals to STARS and ICARE.
    • Develop and maintain linkages with community referral sources.
    • When needed, conduct emergency and/or immediate outreach in collaboration with CWS to prospective youths in a variety of community settings (Polinsky, Group Homes/Short-Term Residential Therapeutic Programs (STRTPs), Juvenile Hall, In-home, etc.); screen prospective youths for eligibility to enter program. Triage with Advocate Clinician for needed services.
    • Maintain confidentiality and privacy standards of youth’s health protected information, as well as other application information and material in accordance to agency and center policies, and applicable regulations and laws including HIPAA.
    • Develop and cultivate a culture of advocacy and empowerment for youths who have been victims of CSE.
    • Work well under pressure, meeting multiple and sometimes competing deadlines.
    • Demonstrate cooperative behavior with colleagues and supervisors, and positively contribute to the culture of the environment.
    • Maintain accurate and timely records for each service-partner including intake work, progress notes, statistics, treatment plans, termination summaries and discharge plans. And participate in file reviews.
    • Provide support services that include mentoring, case management, and accompanying youth to meetings/appointments; provide advocacy and referrals as applicable. 
    • Provide outreach to increase community awareness and program referrals to STARS.

    PERFORM OTHER DUTIES AS ASSIGNED OR REQUIRED.

    PHYSICAL REQUIREMENTS: Must have ability to bend at the waist, kneel or crouch to assist youth. Must have ability to hear and speak to exchange information and make presentations. Must have ability to lift and carry 20 pounds--lifting books, materials and equipment to execute groups and presentations. Seeing to read, prepare and review a variety of activities and to monitor youth activities. Sitting or standing for extended periods of time. Walking extended lengths to move around community. Potential exposure to physical injury from aggressive behavior. 

    QUALIFICATIONS: Bachelor's degree in social work or related field and 2 years’ experience or 3-5 years’ experience, preferably working with high risk adolescents who have experienced commercial sexual exploitation and/or human trafficking. Applicants without a Bachelor’s degree will be considered if they possess lived or work experience and have equivalent knowledge as those holding a degree, which may have been obtained through work experience in the field.  Examples of lived experience: being a survivor of victimization such as human trafficking, domestic violence, sexual abuse or experience as a former foster youth. Must be 3 years+ post lived experience prior to employment. Experience working with the Child Welfare system or youth in foster care. Experience in crisis intervention, group facilitation, documentation, and case management preferred. Must possess excellent oral and written skills; work well autonomously and with multi-disciplinary team. Must be able to work with and represent a culturally and ethnically diverse community.  Familiarity with probation and social service systems.  Willingness to develop or possess working knowledge of trauma-informed care. Must be able to work efficiently remotely; be able to follow all the guidelines provided by the agency, government and health authorities to maintain safety and health when the job requires physical presence and/or contact with others during the COVID-19 pandemic. Must be computer literate in Microsoft Outlook, Word and Excel. Valid CA driver’s license, good driving record and willingness to use own properly insured vehicle on the job (mileage reimbursed).  Maintain certification in CPR and First Aid.  Employment is subject to required clearances which include tuberculosis test, fingerprinting, background checks, and drug testing. Available to work on-call hours Monday thru Sunday 8am to 12am.
