    GENERAL SUMMARY

    Reporting to the Deputy General Counsel and Chief Compliance and Privacy Officer, is responsible for providing legal and compliance advice to Shirley Ryan AbilityLab (“SRAlab”) staff on Institute related legal matters. May provide legal representation for the SRAlab before the Circuit Court, Federal District Court, state and federal agencies and third parties.

    The Assistant General Counsel and Associate Compliance Officer will consistently demonstrate support of the SRAlab statement of Mission and Philosophy by striving for excellence, contributing to the team efforts and showing respect and compassion for patients and their families, fellow employees, and all others with whom there is contact at or in the interest of the SRAlab.

    The Assistant General Counsel and Associate Compliance Officer will demonstrate SRAlab Core Attributes: Communication, Accountability, Flexibility/Adaptability, Judgment/Problem Solving, Customer Service and SRAlab Values (Hope, Compassion, Discovery, Collaboration, & Commitment to Excellence) while fulfilling job duties.

    PRINCIPAL RESPONSIBILITIES

    1. At the direction of the Senior Vice President, Chief Administrative Officer, Deputy General Counsel, or Chief Compliance and Privacy Officer, provides the Executive Management, Medical Staff, Research Staff and other SRAlab staff with legal advice on a wide variety of matters. Researches and recommends actions to be taken after consulting, as appropriate, with the SVP, Chief Administrative Officer, Deputy General Counsel or Chief Compliance and Privacy Officer. On matters which the SVP, Chief Administrative Officer has authorized the involvement of outside counsel, will manage such activities and ensure the most co-effective provision of quality legal services.
    2. Works with SRAlab departments to ensure appropriate regulatory compliance as well as processes regarding contracts, healthcare compliance and other compliance-related matters.
    3. Researches, writes, reviews and negotiates contracts, as well as managed care, payor, and real estate agreements with third parties including, but not limited to, academic institutions, vendors, granting organizations, regulatory agencies, payors, professional staff, landlords/lessors, and others working in conjunction with the appropriate SRAlab Executive or designee as well as the SVP, Chief Administrative Officer and/or Deputy General Counsel.
    4. Researches and analyzes new laws and regulations including but not limited to, the health care environment and employment matters.
    5. Ensures the legal resolution of patient care problems for the Institute. Assesses the Institute’s liability, determines an appropriate plan of action, makes recommendations to appropriate Medical/Clinical staff and SRAlab Executives, as appropriate with consultation with the SVP, Chief Administrative Officer and/or Deputy General Counsel and ensures follow through of approved plan of action.
    6. Researches various issues associated with health care operations and implementing measures or procedures related to those issues after approval from the SVP, Chief Administrative Officer, Deputy General Counsel and/or Chief Compliance and Privacy Officer.
    7. Works with Human Resources to ensure prospective and current employees’ compliance with federal, state and local laws, rules and regulations, as well as visa and immigration requirements, as applicable.
    8. Represents SRAlab in claims, causes of action, regulatory hearing or litigation before various divisions of the Circuit Court, Federal District Court, Industrial Commission, Equal Employment Opportunity Commission, Illinois Department of Human Rights and other government and administrative agencies.
    9. Responds to requests from IDPH, CMS, FDA and other government and administrative agencies.
    10. Researches the relevant law, drafts complaints, motions and responds to opponent’s motions and complaints and argues before the proper judicial authority or provides input if outside counsel is handling.
    11. Performs compliance audits and investigations, as directed by the SVP, Chief Administrative Officer, Deputy General Counsel or Chief Compliance and Privacy Officer.
    12. Performs all other duties that may be assigned in the best interest of SRAlab.
    13. Reporting Relationships

    REPORTS TO THE DEPUTY GENERAL COUNSEL AND CHIEF COMPLIANCE AND PRIVACY OFFICER

    KNOWLEDGE, SKILLS & ABILITIES REQUIRED

    1. Knowledge of the law and its application to health care providers acquired through completion of Juris Doctor degree and Illinois licensure required;
    2. Minimum of 5 years healthcare or other related industry experience (e.g., insurance) required;
    3. Certifications in healthcare compliance and privacy preferred;
    4. Prior managed care experience (contracting and reimbursement methodologies) preferred;
    5. Proven solution-oriented business leader;
    6. Outstanding people leadership and project management skills with proven track record of building relationships both organizationally and across the industry;
    7. Exemplary influencing, communication and conflict management skills;
    8. Ability to provide structure and discipline, and work effectively in a fast, innovative, fluid, entrepreneurial environment; and
    9. Demonstrated ability to collaborate across functional, level, and organizational boundaries.
